1. Approve the enclosed Rules of assignment of accounting numbers to objects of production (production) of food products.

2. This resolution becomes effective after ten calendar days after the first official publication.

Rules of assignment of accounting numbers to objects of production (production) of food products

1. General provisions

1. These rules of assignment of accounting numbers to objects of production (production) of food products (further - Rules) are developed according to the subitem 5) of article 5 of the Law of the Republic of Kazakhstan of July 21, 2007 "About safety of food products" and establish procedure for assignment of accounting numbers to objects of production (production) of food products (further - objects of production).

2. All objects of production operating in the territory of the Republic of Kazakhstan are subject to assignment of accounting numbers.

3. To objects of production (production) of the food products which are subject to veterinary health control (further - veterinary object), assignment of accounting numbers and maintaining their Register performs authorized body in the field of veterinary science.

4. To objects of production (production) of the food products which are subject to sanitary and epidemiological surveillance (further - sanitary object), assignment of accounting numbers and maintaining their Register performs authorized body in the field of sanitary and epidemiologic wellbeing of the population.

5. In these rules the following concepts are used:

1) object of production (production) of the food products which are subject to veterinary health control, - the company for production (production) of food products and raw materials of animal origin, not used without the corresponding processing in food, and also forages and feed additives;

2) object of production (production) of the food products which are subject to sanitary and epidemiological surveillance - the company for production (production) of food products, except for the food products which are subject to veterinary health control;

3) the subject of production - the physical person or legal entity performing activities for production (production) of food products;

4) authorized bodies in the field of safety of food products - the state bodies enabling within the competence the realization of state policy and control in the field of safety of food products (authorized bodies in the field of veterinary science and sanitary and epidemiologic wellbeing of the population);

5) accounting number - the code including type of activity and number of object of production.

2. Procedure for assignment of accounting numbers to objects of production

Assignment of accounting numbers to sanitary objects is performed on basis and the sanitary and epidemiologic conclusion about their compliance to the requirements established by the legislation of the Republic of Kazakhstan in the field of sanitary and epidemiologic wellbeing of the population.

6-1. Assignment of accounting numbers to objects of production (production) of the food products which are subject to veterinary health control is carried out according to Rules of assignment of accounting numbers to the objects of production performing cultivation of animals, procurement (slaughter), storage, conversion and realization of animals, products and raw materials of animal origin and also the organizations for production, storage and realization of veterinary medicines, forages and feed additives approved by authorized body in the field of veterinary science.

9. For receipt of accounting number the subject of production represents to territorial subdivision:

1) the statement on assignment of accounting number;

2) copy of the certificate on the state registration;

3) the list of the made food products.

10. The territorial subdivision within 10 working days from the moment of receipt of the statement performs inspection of object of production.

11. In case of the positive conclusion the territorial subdivision sends the request for assignment of accounting number to object of production to authorized body.

In case of the negative conclusion the division or local executive body directs to the subject of production motivated refusal with indication of the reason.

12. Authorized body in the field of sanitary and epidemiologic wellbeing of the population from the date of receipt of the request within 3 working days assign accounting numbers to objects of production and enter in the Register of accounting numbers of objects of production (production) of food products of the Republic of Kazakhstan (further - the Register). After entering into the Register the statement from it is issued.

13. The accounting number assigned to object of production includes:

type of activity of object of production;

sequence number of object of production.

14. The statement from the Register goes to territorial subdivision which within 3 working days from the date of receipt sends it on legal address of object of production or issues purposely.

15. In case of change of the name, form of business, the location of object of production within one month the subject of production submits the application to territorial subdivision for renewal of accounting number with appendix of the relevant documents.

16. On the separate types of food products determined by the technical regulation and (or) on its packaging (container) accounting number of object of production surely is specified.
