The government of the Republic of Belarus and the Government of the Russian Federation (further - the Parties)
for the purpose of realization of provisions of the Agreement on creation of the Union State signed in Moscow on December 8, 1999 and the Contract between the Republic of Belarus and the Russian Federation on the equal rights of citizens signed in Moscow on December 25, 1998
confirming commitment to the principle of immediate taking measures to provision to citizens of the Republic of Belarus and to citizens of the Russian Federation of the equal rights to receipt of medical care,
agreed as follows:
This agreement establishes procedure for delivery of health care to citizens of the Republic of Belarus in the public and local government offices of health care of the Russian Federation and to citizens of the Russian Federation in State Healthcare Institutions of the Republic of Belarus.
For the purpose of this agreement the following basic concepts are applied:
"the citizen of the Republic of Belarus who is constantly living in the Russian Federation" - the citizen of the Republic of Belarus who received the residence permit in the Russian Federation;
"the citizen of the Republic of Belarus who is temporarily living in the Russian Federation" - the citizen of the Republic of Belarus who got permission to temporary residence in the Russian Federation;
"the citizen of the Republic of Belarus who is temporarily staying in the Russian Federation" - the citizen of the Republic of Belarus who arrived to the Russian Federation and not having the residence permit or permission to temporary residence;
"the citizen of the Russian Federation who is constantly living in the Republic of Belarus" - the citizen of the Russian Federation who got permission to permanent residence (residence permit) in the Republic of Belarus;
"the citizen of the Russian Federation who is temporarily living in the Republic of Belarus" - the citizen of the Russian Federation who arrived to the Republic of Belarus and not having permission to permanent residence (residence permit) in the Republic of Belarus.
The citizens of the Republic of Belarus who are constantly living in the Russian Federation have the equal rights with citizens of the Russian Federation to receipt of medical care, including free treatment, in the public and local government offices of health care of the Russian Federation.
The citizens of the Russian Federation who are constantly living in the Republic of Belarus have the equal rights with citizens of the Republic of Belarus to receipt of medical care, including free treatment, in State Healthcare Institutions of the Republic of Belarus.
Heroes of the Soviet Union and gentlemen of award of Glory of three degrees from among citizens of the Republic of Belarus have the equal rights with citizens of the Russian Federation to receipt of medical care, including free treatment, in the public and local government offices of health care of the Russian Federation.
Heroes of the Soviet Union and gentlemen of award of Glory of three degrees from among citizens of the Russian Federation have the equal rights with citizens of the Republic of Belarus to receipt of medical care, including free treatment, in State Healthcare Institutions of the Republic of Belarus.
The citizens of the Republic of Belarus who are temporarily staying and temporarily living in the Russian Federation have the equal rights with citizens of the Russian Federation to receipt of emergency medical service and medical care in case of origin at them during stay in the Russian Federation of the diseases constituting danger to people around.
The citizens of the Russian Federation who are temporarily living in the Republic of Belarus have the equal rights with citizens of the Republic of Belarus to receipt of emergency medical service and medical care in case of origin at them during stay in the Republic of Belarus of socially dangerous diseases.
The citizens of the Republic of Belarus who are temporarily staying and temporarily living in the Russian Federation and working in organizations (organizations) of the Russian Federation for employment contracts have the equal rights with the citizens of the Russian Federation working in these organizations (organizations) to receipt of medical care in the public and local government offices of health care of the Russian Federation.
The citizens of the Russian Federation who are temporarily living in the territory of the Republic of Belarus and working in the organizations of the Republic of Belarus for employment contracts have the equal rights with the citizens of the Republic of Belarus working in these organizations to receipt of medical care in State Healthcare Institutions of the Republic of Belarus.
Citizens of the Republic of Belarus have the right to medical care in the public and local government offices of health care of the Russian Federation for the account:
means of the federal budget of the Russian Federation, budgets of subjects of the Russian Federation, budgets of municipalities of the Russian Federation in the cases provided by Articles 3-6 of this agreement;
means of compulsory medical insurance according to the procedure, established by the legislation of the Russian Federation;
personal means of the citizens and other sources which are not prohibited by the legislation of the Russian Federation.
Citizens of the Russian Federation have the right to medical care in State Healthcare Institutions of the Republic of Belarus for the account:
means republican and local budgets of the Republic of Belarus in the cases provided by Articles 3-6 of this agreement;
means of voluntary medical insurance, personal means of the citizens and other sources which are not prohibited by the legislation of the Republic of Belarus.
The parties can according to the mutual arrangement make the changes and additions which are drawn up by separate protocols to this agreement.
Disputes on interpretation and application of provisions of this agreement are permitted by negotiations and consultations between the Parties.
This agreement becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.
