The Republic of Belarus and the Russian Federation which are hereinafter referred to as with the Parties
proceeding from mutual interest in further strengthening of integration bonds between the Parties,
being guided by the aspiration to provide equal rights of citizens of one Party in the territory of other Party in the field of freedom of travel, the choice of the place of stay and residence,
in view of provisions of the Agreement on creation of the Union State of December 8, 1999 and the Contract between the Republic of Belarus and the Russian Federation on the equal rights of citizens of December 25, 1998,
agreed as follows:
The equal rights with citizens of this other Party to freedom of travel, the choice of the place of stay and the residence, except as specified, provided by this agreement are guaranteed to the citizens of one Party staying on legal causes in the territory of other Party.
1. Citizens of one Party irrespective of the place of stay (accommodation) have the right to drive, leave, stay, follow freely en route, to move and choose the residence in the territory of other Party, except for places which visit according to the legislation of the Parties requires special permission, according to the valid documents specified in appendices 1 and 2 to this agreement without migration card.
2. The parties after the signature of this agreement in perhaps short time exchange through diplomatic channels samples of the documents listed in appendices 1 and 2 to this agreement and also information on the competent authorities responsible for implementation of this agreement.
The citizens of one Party who arrived to the territory of other Party within 30 days from the date of entrance are exempted from registration in competent authorities in the place of stay.
1. The fact of belonging of person to nationality of one of the Parties is the basis for receipt of permission to permanent residence (filing of application about issue of the residence permit) without the term of temporary stay and receipt of permission to temporary residence in the territory of other Party.
2. Petitions from citizens of one Party about receipt of permission to permanent residence (issue of the residence permit) in the territory of other Party are considered by competent authorities of this other Party in first-priority procedure in perhaps short terms.
The rights of citizens of one Party to freedom of travel, the choice of the place of stay and residence in the territory of other Party can be limited according to the procedure, stipulated by the legislation this other Party, for the benefit of ensuring national security, protection of public order, protection of morality, health of the population, the rights and freedoms of citizens.
1. Citizens of one Party can leave to the third states from the territory of other Party in the presence of the valid and processed according to the legislation of the state of nationality documents for trip abroad if other is not provided by international treaties of the Parties.
2. Competent authorities of the Parties will undertake measures to non-admission of departure to the third states of citizens of the Parties concerning which the restrictions for departure set according to the legislation of the state of nationality and (or) the state of stay (accommodation) are effective.
Citizens of one Party during stay in the territory of other Party shall observe the legislation of this other Party.
This agreement does not affect the rights and obligations of the Parties following from other international treaties of the Parties if they establish wider rights to citizens of the Parties.
The matters of argument arising in connection with interpretation and application of this agreement are permitted by carrying out consultations and negotiations.
By mutual consent of the Parties changes and additions which are drawn up by the separate protocol which is its integral part, and becomes effective according to the procedure, stipulated in Article the 11th this agreement can be made to this agreement.
1. This agreement is subject to ratification and becomes effective from the date of exchange of instruments of ratification.
2. This agreement is signed sine die. Each of the Parties can terminate this agreement, having sent to other Party the notification on it through diplomatic channels. In this case this agreement will lose the force in ninety days from the date of receipt by other Party of such notification.
It is made in St. Petersburg on January 24, 2006, in duplicate, everyone in the Belarusian and Russian languages, and both texts are equally authoritative.

Appendix 1

1. Passport of the citizen of the Republic of Belarus.
2. Service passport of the Republic of Belarus.
3. Diplomatic passport of the Republic of Belarus.
4. The national identity certificate of the seaman (in the presence of the muster roll or the statement from it).
5. The certificate on return to the Republic of Belarus (only for return to the Republic of Belarus).
