Rules of the organization of safe movement of vehicles and pedestrians in the territory and in production premises of the companies of the Belarusian power supply system

1. Basic provisions

1.1. These rules establish safety requirements to procedure for traffic, other motorized vehicles and pedestrians in the territory and in production premises of all companies.

1.2. Streamlining of movement of vehicles and pedestrians in the territory and in production premises of the company is made for the purpose of safety control of work working and safety of property.

1.3. Motor transport traffic security in the territory and in production rooms is provided:

1.3.1. rational organization and traffic regulation; the procedure for movement and means of its regulation shall be reflected in the traffic pattern of vehicles and pedestrians;

1.3.2. training of one and all personnel of the company in Rules of the organization of safe movement of vehicles and pedestrians at the territory and in production rooms;

1.3.3. establishment of the personal liability of all personnel of the company for violation of these rules;

1.3.4. responsibility of service employees for the organization of safe movement;

1.3.5. systematic control of observance of requirements of these rules.

1.4. Responsibility for the organization of movement of vehicles and pedestrians and in production premises of the company is assigned to the territories:

1.4.1. on the company in general - on the director;

1.4.2. in production rooms - on the chief engineer (service employee);

1.4.3. in the territory of the company, excepting production rooms, - on the safety manager of movement (service employee).

2. The organization of movement of vehicles in the territory and in production premises of the company

2.1. The organization of movement of vehicles and pedestrians shall be carried out according to the existing Traffic regulations.

2.2. Wiring design of movement of vehicles and pedestrians.

2.2.1. The technological department of the company (service employee) constitutes the master plan of the company with indication of on it the locations of all constructions and their assignment, zones of parking of vehicles including the subject TO and TP, lines, posts of TO and TP in production rooms, drives and passes.

2.2.2. The security of movement (service employee) on the master plan of the company applies the traffic pattern in the territory of the company of vehicles and pedestrians. It is allowed to establish priority for the sake of appearances (types) of vehicles or pedestrians.

2.2.3. The technical service develops the traffic pattern of vehicles in production rooms, will approve it with security of movement (service employee) and applies on the master plan of the company.

2.2.4. In case of wiring design of movement the following requirements shall be considered:

2.2.4.1. motor transport driving direction from entrance on the territory, on the territory and on departure from it shall be right-hand and, as a rule, circular;

2.2.4.2. the number of drives with approaching traffic and the crossed flows of motor transport shall be minimum. At the companies with a capacity more than 50 cars crossing of the main flows in the territory is not allowed;

2.2.4.3. crossing of pedestrian walkways with motor transportation flows shall be minimum.

2.2.5. On the traffic pattern shall be designated:

2.2.5.1. the ordered driving directions - dash line;

2.2.5.2. borders of drives and zones of parking transport sredstvsploshny line;

2.2.5.3. pedestrian debts, elements of road marking, route signs, safety signs, traffic lights and signaling devices;

2.2.5.4. protective devices of all technological constructions, installations, sites of movement which pedestrian walkways, etc. adjoin.

2.2.6. The traffic pattern in the territory and in production rooms is approved by security of movement (service employee) with trade-union committee and affirms the director.

2.2.7. The technical service makes:

2.2.7.1. board on which the traffic pattern is applied on the territories on the approved sample;

2.2.7.2. board with the put traffic pattern in production rooms;

2.2.7.3. tablets with the traffic pattern in the territory and in production rooms.

2.2.7.4. The traffic pattern in the territory fastens in a visible place in case of entrance on the territory of the company; the traffic pattern in production rooms - before entrance to them. Tablets can be in office of the director, his deputies, in dispatching office and it is obligatory in classes (offices) on traffic securities and labor protections.

2.3. According to the traffic pattern the technical service of the company makes road marking of the territory, route signs, signs of safety and signaling devices according to GOST 10807-78, state standard specification 23457-86, state standard specification 13508-74, state standard specification 23457-86 are established.

2.4. Parking-places and working drives both in rooms, and on open parking shall meet standards of designing of the motor transportation companies.

2.5. In rooms of TO and TP movement of railway vehicles is regulated by route signs, and lines of marking can not be put.

2.6. Signaling devices are established in case of entrances on the territory and departures from it, on posts and flow lines in production rooms (the closed visibility).

2.7. The security of movement (service employee) in case of induction gives classes with mark in check sheet with all personnel of the company (separately in categories of working) on studying of Rules of the organization of safe movement of vehicles and pedestrians in the territory and in production premises of the company.

2.8. Safety requirements to movement of vehicles.

2.8.1. Motion speed of vehicles on sidings and the territory of the company shall not exceed 10 km/h, and in production rooms - 5 km/h.

2.8.2. Entrance of the car on stall shall be made by aheading. Application in case of turn to the drive of one maneuver of back run is allowed, and the distance from the moving vehicle to borders of journey shall be at least the size of external protection zone (2.8.3.3)

2.8.3. Entrance of the road train on stall and departure from it shall be made only by aheading without application of back run in case of turn in journey.

2.8.3.1. The size of technology gaps between park constructions (journey size) approximately it is possible to consider equal

Rmin - the minimum dimensional turning radius in m;

Z - the size of external protection zone in m.

2.8.3.2. The graphic approach of determination of technology gaps (drives) is given in fig. 1.
