The agreement on cooperation in the field of physical culture and sport of the State Parties of the Commonwealth of Independent States

The State Parties of the Commonwealth of Independent States on behalf of the governments, further - the Parties,

proceeding from the right of each person to occupation physical culture and sport and responsibility of the state for implementation of this right,

in view of traditionally developed bonds between the people of the Commonwealth countries, mutual interest in their preserving,

expressing aspiration to expansion and strengthening of the international sports backgrounds of the Parties,

confirming desire of the Parties to expand and enhance the relations in the field of physical culture and sport based on the principles of equality and mutual respect

wishing to develop these relations by broad cooperation between state bodies of the Parties on physical culture and sport, National Olympic Committees, the international, regional and other sports organizations,

understanding need of creation of the mechanism of cooperation of the Parties for implementation of joint programs and projects in the field of physical culture and sport,

agreed as follows:

Article 1

The parties promote development of cooperation in the field of physical culture and sport through state bodies of the Parties, National Olympic Committees, national sports federations (the unions, associations), the international, regional and other sports organizations and associations, support their initiatives aimed at the effective development of physical culture, sport and the Olympic Movement.

Article 2

For the purpose of implementation of this agreement of the Party create Council for physical culture and sport of agreement parties about cooperation in the area: physical culture and sport of the State Parties of the Commonwealth of Independent States (further - Council). Council is effective according to the Provision which is integral part of this agreement.

Article 3

The parties create favorable conditions for development of the Olympic Movement, giving support to National Olympic Committees.

Article 4

The parties promote exchange and distribution in the territories of information propagandizing healthy lifestyle and achievements in sport.

Article 5

The parties take agreed measures for development and holding mass sports and improving and sporting events among different segments of the population.

Article 6

The parties on the basis of reciprocity render assistance in development and implementation of national programs for improvement of the population means of physical culture and sport.

Article 7

The parties on the basis of reciprocity promote creation of research bases and enhancement of system of scientific and methodical and medical support of activities in the field of physical culture and sport.

Article 8

The parties on the basis of reciprocity participate in development and strengthening of material and sports base for the purpose of its joint use for holding mass sports and improving actions, preparation for the Olympic Games, the World Cups, other largest sports competitions.

Article 9

The parties assist maintenance and development of partner bonds in the field of physical culture and sport, in their scientific and medical support, training of specialists, exchange of pupils, students, graduate students and trainees on contractual conditions.

Article 10

The parties conduct joint scientific research, perform exchange of information and documentation in the field of physical culture and sport.

Article 11

The parties perform systematic consultations on questions, developments of mass physical culture, elite sport, the Olympic Movement, children's and youthful sport, sport for disabled, scientific, medical, information support, training of specialists, hold joint scientific and practical conferences and exhibitions, seminars and symposiums, use other forms of experience exchange.

Article 12

The parties regularly communicate about implementation of this agreement.

Article 13

The disputes arising from interpretation and application of provisions of this agreement are permitted by consultations and negotiations between the Parties.

Article 14

Provisions of this agreement do not affect the rights and obligations of the Parties following from other international treaties which participants are the Parties.

Article 15

This agreement becomes effective from date of delivery to depositary of the third notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.

For the Parties which performed interstate procedures later the Agreement becomes effective from date of delivery to depositary of the adequate notice.

Article 16

By mutual consent of the Parties changes and additions which are drawn up by the separate protocols which are integral part of this agreement and becoming effective according to the procedure, stipulated in Article the 15th this agreement can be made to this agreement.

Article 17

This agreement is open for accession of any State Party of the Commonwealth of Independent States and becomes effective from the date of receipt by depositary of the document on accession.

For the states which are not entering the Commonwealth of Independent States, dividing provisions of this agreement, accession is considered become effective if any of the Parties does not direct objection within three months after the direction by depositary of the adequate notice.

Article 18

This agreement is effective within five years from the date of its entry into force. After this term operation of the Agreement is automatically prolonged every time for the five-year period if the Parties do not make other decision.

Article 19

Each of the Parties can leave this agreement, having sent the written notice to depositary not later than six months before date of exit.

It is made in the city of Yalta on May 25, 2007 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.
