The government of the Republic of Tajikistan and the Government of Turkmenistan which further are referred to as with the Parties

relying on the established cultural ties between the Republic of Tajikistan and Turkmenistan,

aiming at further strengthening and development of friendship between the people of two countries,

recognizing value and role of culture and art in development of mutual understanding between the people of two countries and strengthening of interstate bonds,

agreed as follows:

Article 1

The parties shall create favorable conditions for cultural cooperation between the people living in the Republic of Tajikistan and Turkmenistan.

Article 2

The parties, proceeding from importance of increase in role of culture in spiritual communication of the Tajik and Turkmen people, on the basis of respect, independence of each national culture and enhancement of universal cultural heritage considered necessary to keep and expand exchange of work experience of cultural institutions and art, and also to promote development of creative contacts of the intellectuals of two countries.

Article 3

The parties will promote establishment of cooperation between theaters, the concert organizations and art collectives, the museums, the organizations for protection and restoration of historical and cultural monuments, libraries, educational institutions and other organizations and cultural institutions

Article 4

The parties express readiness to promote on the basis of the approved bilateral plans and programs of cultural cooperation, the organization of tours of art collectives and contractors, mutual delivery of obligatory copies of printed materials, cinema and documentary photographs in national funds of storage, to creation of integration library information systems, catalogs of interlibrary subscriptions, exchange of art exhibitions and museum pieces, holding festivals, tenders, conferences, seminars and other actions in the field of professional art, folk art and cultural and educational activities.

Article 5

The parties guarantee safety of the developed meetings of collections and other cultural values of the countries forming archive, library, museum funds of the Republic of Tajikistan and Turkmenistan and guarantees their availability to citizens of these states.

Article 6

The parties will encourage inclusion in the repertoire of art collectives execution of works of writers and composers of the Republic of Tajikistan and Turkmenistan, expansion of transfers of works of dramatic art, poetry for their inclusion in the repertoire of professional and amateur art collectives.

Article 7

The parties will encourage cooperation in questions of enhancement of esthetic education and art education, preparation and advanced training of specialists, exchange on mutual basis with pupils and students of educational institutions of culture and art, trainees and specialists.

Article 8

The parties will regularly provide information to the Tajik and Turkmen people through press organs, publishing houses, mass media for the purpose of illumination of cultural life of the countries, historical links of the people, results of cooperation.

Article 9

The parties guarantee free and equal development of cultures of the Tajik ethnic minority in Turkmenistan and the Turkmen ethnic minority in the Republic of Tajikistan. The parties will create favorable conditions for preserving their national originality, culture, language, realization of spiritual and religious needs.

Article 10

By mutual consent of the Parties changes and additions which will be drawn up by the separate protocols which are its integral part can be made to this agreement.

Article 11

In case of disagreements on application and interpretation of provisions of this agreement, they will be resolved by negotiations and consultations.

Article 12

This agreement becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its introduction in force.

This agreement is signed for five years and will be prolonged automatically for the subsequent five-year periods if any of the Parties does not notify in writing other Party at least in six months prior to the expiration of its action on the intention to terminate the Agreement.

It is made in the city of Dushanbe on October 4, 2007, in two authentic copies, everyone in the Tajik, Turkmen and Russian languages, and all texts are equally authoritative.
