For the purpose of implementation of the Law of the Republic of Kazakhstan "About education" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of forming, the direction of expenditure and accounting of the funds allocated for rendering financial and financial support by the student and to pupils of the state organizations of education from the families having the right to the government address public assistance and also from the families which are not receiving the government address public assistance in which the average per capita income is lower than the size of subsistence minimum, and to the orphan children, children without parental support living in families, to children from the families requiring the emergency help in result of emergency situations, and to other categories of students and pupils.

2. Recognize invalid:

1) Item 1, the subitem 2) Item 3 of the order of the Government of the Republic of Kazakhstan of August 28, 1998 No. 812 "About measures for further reforming of system of secondary education in the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 1998, No. 29, the Art. 258);

2) the subitem 3) Item 1 of the order of the Government of the Republic of Kazakhstan of July 10, 2000 No. 1047 "About modification of the order of the Government of the Republic of Kazakhstan of August 28, 1998 No. 812".

Chapter 1. General provisions

1. These rules of forming, the direction of expenditure and accounting of the funds allocated for rendering financial and financial support by the student and to pupils of the state organizations of education from the families having the right to the government address public assistance and also from the families which are not receiving the government address public assistance in which the average per capita income is lower than the size of subsistence minimum, and to the orphan children, children without parental support living in families, to children from the families requiring the emergency help in result of emergency situations, and to other categories of students and pupils (further - Rules) are developed according to the subitem 21) of article 4 of the Law of the Republic of Kazakhstan "About education" and determine procedure for forming, the direction of expenditure and accounting of the funds allocated for rendering financial and financial support to the following categories of students and pupils of the state organizations of education:

1) to children from the families having the right to the government address public assistance;

2) to children from the families which are not receiving the government address public assistance in which the average per capita income is lower than the size of subsistence minimum;

3) to the orphan children and children without parental support living in families;

4) to children from the families requiring the emergency help in result of emergency situations;

5) to other categories of students and pupils determined by collegiate organ of the organization of education (further - students and pupils).

Collegiate organ of management of the organization of education is the board of trustees.

The category of persons specified in the subitem 5) of Item 1 of these rules is determined by collegiate organ of the organization of education based on the act of inspection of material and household provision of family of students and pupils according to the statement of parents or legal representatives or the student who reached age of majority (further - the applicant), according to the legislation of the Republic of Kazakhstan on the state services and includes persons studying in initial classes.

Chapter 2. Procedure for forming, the direction of expenditure and accounting of the funds allocated for rendering financial and financial support by the student and to pupils of the state organizations of education

The amount of the funds allocated for rendering financial and financial support by the student and to pupils is distributed in the amount of at least two percent from the budgetary funds allocated for the current maintenance of comprehensive schools and placement of the state educational order on secondary education in the state companies on the right of economic maintaining, between the organizations of education is pro rata to their contingent of the students and pupils referred to the categories specified in Item 1 of these rules.

3. The budgetary funds allocated for rendering financial and financial support go on:

1) acquisition of clothes, footwear, school writing-materials;

2) the organization of one meal a day during stay in the organization of education;

3) financial assistance;

4) participation in cultural and mass and sporting events;

5) the organization of additional classes for general education objects (further - additional classes).

Financial assistance is performed for the students and pupils specified in the subitem 4) of Item 1 of these rules.
