About approval of the Regulations on provision by banks of Ukraine of information on agreements on purchase and sale of credit resources in national currency in the interbank credit market

According to article 57 of the Law of Ukraine "About the National Bank of Ukraine", article 47 of the Law of Ukraine "About banks and banking activity", for the purpose of increase in efficiency of regulation of liquidity of banks by operational tracking of flows of credit resources in the interbank credit market, minimization of expenses of banks, elimination of speculative demand on credit resources, further reduction in cost of the credits in real production sector and timely acceptance of preventive measures of impact to banks which financial position causes concern the Board of the National Bank of Ukraine DECIDES:

1. Approve Regulations on provision by banks of Ukraine of information on agreements on purchase and sale of credit resources in national currency in the interbank credit market (daleepolozheniye) which is applied.

2. To department of informatization (A. S. Savchenko) to work and provide to banks the free software concerning provision by banks of information on agreements on implementation of transactions by them on purchase and sale of credit resources in national currency in the interbank credit market.

3. To general department of banking supervision (V. V. Pushkarev), to Department of monetary policy (N. I. Grebenik), to General economic department (I. A. Shumilo), Accounting department (V. I. Rychakivskaya) to use information concerning transactions of banks on purchase and sale of credit resources in national currency in the interbank credit market during control of financial activities of banks, regulation of the monetary market.

4. The resolution becomes effective in 10 days after state registration in the Ministry of Justice of Ukraine.

5. To department of monetary policy (N. I. Grebenik) after state registration to bring contents of this resolution to permission of territorial administrations of the National Bank of Ukraine and banks for management and use in work.

6. To impose control of execution of this resolution on the First Deputy Chairman A. P. Yatsenyuk.

Regulations on provision by banks of Ukraine information on agreements on purchase and sale of credit resources in national currency in the interbank credit market

1. This Provision is developed for the purpose of increase in efficiency of regulation of liquidity of banks by operational tracking of flows of credit resources in the interbank credit market, minimization of expenses of banks, elimination of speculative demand on credit resources, further reduction in cost of the credits in real production sector and timely acceptance of preventive measures of impact to banks which financial position causes concern.

2. The provision according to article 57 of the Law of Ukraine "About the National Bank of Ukraine", article 47 of the Law of Ukraine "About banks and banking activity" establishes procedure for provision by banks of Ukraine for information on agreements on purchase and sale of credit resources in national currency in the interbank credit market.

3. Requirements of this Provision extend to banks which obtained the license of the National Bank of Ukraine (further - National Bank) on banking operations and are participants of the interbank credit market.

Credit relations between banks in the interbank credit market are determined on contractual bases by the conclusion of agreements.

4. Terms and concepts which are used in this Provision are applied in the values determined by the legislation of Ukraine, including regulatory legal acts of National Bank.

5. Provision by banks of information on agreements on purchase and sale of credit resources in national currency in the interbank credit market is performed by the software which develops and provides to banks on bezoplatny basis National Bank.

6. Banks shall provide provision of information on each transaction on purchase and sale of credit resources in national currency (including information on the prolonged agreements according to the signed supplementary agreements) which is performed by them in the interbank credit market, including the operations performed by their branches within 10 minutes after the fact of agreement signature or obtaining/departure of means from bank-kontragenta/to bank partner depending on first priority of transaction, namely:

on the credits obtained from other banks, and separately on means on the transactions of repo received from other banks with indication of such parameters: bank name; bank code - the legal entity (according to the Reference book of RCUKRU.DBF banks of Ukraine); code on EGRPOU; name of bank partner; code of bank-kontragentayuridichesky person (according to the Reference book of RCUKRU.DBF banks of Ukraine); code on EGRPOU of bank partner; amount of the obtained credits; interest rate for the obtained credits; the term for which the credits are obtained; availability and type of providing on the obtained credits; amount of the means received on transactions of repo; interest rate for the means received on transactions of repo; the term for which means on transactions of repo are received; asset type with which operations of repo are performed;

on the deposits attracted from other banks with indication of such parameters: bank name; bank code - the legal entity (according to the Reference book of RCUKRU.DBF banks of Ukraine); code on EGRPOU; name of bank partner; code of bank-kontragentayuridichesky person (according to the Reference book of RCUKRU.DBF banks of Ukraine); code on EGRPOU of bank partner; amount of the attracted deposits; interest rate for the attracted deposits; term of attraction of deposits; availability and type of providing on the attracted deposits;
