1. Give to "Research Institution of Problems of Storage" federal state institution the status of the basic organization of the State Parties of the Commonwealth of Independent States in the field of scientific and technical development of systems of the state material reserves, the organizations of retraining and advanced training of personnel.

2. Approve Regulations on the basic organization of gosudarstvuchastnik of the Commonwealth of Independent States in the field of scientific and technical development of systems of the state material reserves, the organizations of retraining and advanced training of personnel it (is applied).

3. This Decision becomes effective from the date of its signing.

It is made in the city of Yalta on May 25, 2007 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

I. General provisions

1.1. The basic organization of the State Parties of the Commonwealth of Independent States in the field of scientific and technical development of systems of the state material reserves, the organizations of retraining and advanced training of personnel (further - the Basic organization) is created for the purpose of organizational and scientific and methodological support of industry cooperation of the bodies of the state (executive) power exercising control of the state material reserves in the State Parties of the Commonwealth of Independent States, educational and methodical and staffing of retraining and advanced training of specialists in forming, storage and servicing of the state material reserves of the State Parties of the CIS.

1.2. The status of the Basic organization is given to "Research Institution of Problems of Storage" federal state institution of Federal Agency for State Reserves (daleefga of NIIPH of Rosrezerv).

1.3. In the activities the Basic organization is guided by fundamental documents of the Commonwealth, international treaties, decisions of Council of heads of states, Council of Heads of Government, CIS Economic Council, Advisory board of heads of the bodies of the state (executive) power exercising control of the state material reserves in gosudarstvakhuchastnik of the CIS (further - the Advisory board), and also this Provision.

1.4. The basic organization performs the activities in close interaction with Executive committee of the CIS and if necessary with bodies of industry cooperation of the CIS.

II. Activities

The main activities of the Basic organization are:

assistance to development of multilateral cooperation between the State Parties of the CIS concerning use of inventories of the state material reserves for ensuring urgent works in case of mitigation of consequences of emergency situations and humanitarian assistance;

assistance to development of bonds between scientists, experts specialists, the organizations and educational institutions for experience exchange in the field of development of systems of the state material reserves of the State Parties of the CIS;

development of methodological and information support of development of integration bonds and offers on harmonization and unification of regulatory framework in the field of the state material reserves;

the organization on paid basis of retraining and advanced training of personnel for the bodies of the state (executive) power exercising control of the state material reserves in the State Parties of the CIS;

forming of offers on approaches and criteria in the field of advanced training and retraining of scientific and engineering personnel for systems of the state material reserves of gosudarstvuchastnik of the CIS.

III. Main functions

The main functions of the Basic organization are:

studying of development of the state material reserves of the State Parties of the CIS and forecasting of its possible tendencies;

development of evidence-based recommendations, ways and methods of enhancement of sci-tech cooperation of the bodies of the state (executive) power exercising control of the state material reserves in the State Parties of the CIS;

the organization and carrying out joint surveys in the field of long-term storage of inventories of material values;

development of offers on forming of the major programs and projects of development of systems of the state material reserves of the State Parties of the CIS;

carrying out, examinations of interstate and intergovernmental programs and projects in the field of the state material reserves of the State Parties of the CIS;
