About some measures for enhancement of law-making activities and scientific research in the field of the right

For the purpose of increase in efficiency of law-making activities and strengthening of role of legal science in ensuring social and economic and social and political development of the republic I decide:

1. Create the National center of the legislation and legal researches of the Republic of Belarus based on the National center of bill activities in case of the President of the Republic of Belarus by accession to it of the public scientific institution "Institute of the State and Right of National Academy of Sciences of Belarus".

4. To Council of Ministers of the Republic of Belarus:

4.1. provide:

allocation of planned budgetary appropriations in connection with creation of the National center of the legislation and legal researches of the Republic of Belarus;

financing of the National center of the legislation and legal researches of the Republic of Belarus on 2008 and the next years taking into account the number of staff of workers and the functions assigned by this Decree to this center;

4.2. together with the National center of bill activities in case of the President of the Republic of Belarus in three-months time to prepare and introduce in accordance with the established procedure in the House of Representatives of National assembly of the Republic of Belarus offers on reduction of the laws of the Republic of Belarus in compliance with this Decree;

4.3. in a month after approval of structure and the number of staff of the National center of the legislation and legal researches of the Republic of Belarus to provide approval in coordination with Administration of the President of the Republic of Belarus of payment terms of work of employees of this center (except for scientists);

4.4. in a month to bring regulatory legal acts of the Government of the Republic of Belarus into accord with this Decree and to take other measures for its realization.

5. Administration of the President of the Republic of Belarus jointly:

with National academy of Sciences of Belarus in three-months time to provide reorganization of the public scientific institution "Institute of the State and Right of National Academy of Sciences of Belarus" with reducing number of employees of this scientific institution on 8 units at least and to take other measures for the organization of activities of the National center of the legislation and legal researches of the Republic of Belarus;

with the Highest certifying commission of the Republic of Belarus and National academy of Sciences of Belarus in accordance with the established procedure to take measures for the organization of activities under the National center of the legislation and legal researches of the Republic of Belarus of postgraduate study and council on protection of theses D 01.45. 01, acting under the public scientific institution "Institute of the State and Right of National Academy of Sciences of Belarus".

6. To Administration of the President of the Republic of Belarus:

together with the Minsk city executive committee to provide to the National center of the legislation and legal researches of the Republic of Belarus in free use of the room, necessary for placement of this center and implementation of the activities by it;

resolve issues of material logistics of activities of the National center of the legislation and legal researches of the Republic of Belarus.

7. Make changes to presidential decrees of the Republic of Belarus according to appendix.
