About measures for enhancement of security activities

For the purpose of further enhancement of security activities in the Republic of Belarus I decide:

1. Approve:

the list of the objects which are subject to obligatory protection of protection of the Ministry of Internal Affairs by Department (is attached);

The regulations on the militarized protection (are applied);

the list of the organizations having rights of creation of the militarized protection (is attached);

the list of the organizations which do not have rights of creation of the militarized protection in which are allowed personal inspection examination of things and documents, vehicles by workers of protection of these organizations (is attached);

The procedure for traffic in weapons and the ammunition to it consisting on arms of the militarized protection (is applied);

the list of the special means permitted for use by workers of the militarized protection and protection of the organizations which do not have rights of creation of the militarized protection (is attached);

regulations of providing workers of the militarized protection with weapon and ammunition (are applied) to it;

regulations of providing workers of the militarized protection and protection of the organizations which do not have rights of creation of the militarized protection, (are applied) by special means.

2. Determine that:

2.1. rendering services in protection of physical persons, objects (property) of legal entities and physical persons, public order by the legal entities who are not authorized on that by legal acts, rendering services in the field of security activities or protection of public order by physical persons, including individual entrepreneurs and also implementation of protection by legal entities of the workers on the objects which are subject to obligatory protection of protection of the Ministry of Internal Affairs by Department is forbidden;

2.2. protection of the objects which are subject to obligatory protection of protection of the Ministry of Internal Affairs by Department is the exclusive right of the state exercised only by the specified Department if other is not established by this Decree;

2.3. types and conditions of protection of the objects which are subject to obligatory protection of protection of the Ministry of Internal Affairs by Department are determined by the agreements on rendering security services signed by this Department with the organizations to which the called objects belong on the property right, economic maintaining, operational management or which lease such objects if other is not established by this Decree;

2.4. the procedure for the organization and implementation of protection of objects by Department of protection of the Ministry of Internal Affairs, the equipment of these objects means and systems of protection and technical remedies is established by the Ministry of Internal Affairs, including together with the state bodies exercising control in fields of activity of the organizations which possess separate categories of objects, taking into account features of activities of workers of protection of these organizations;

2.5. the procedure for the organization and implementation of protection of objects of the organizations having or not having rights of creation of the militarized protection is established by local regulatory legal acts of the state bodies exercising control in fields of activity of data of the organizations, and in the absence of these bodies or delegation of appropriate authority by them - local regulatory legal acts of the specified organizations.

3. Make changes and additions to the following presidential decrees of the Republic of Belarus:

3.1. in the list of positions (professions) of the workers of rail transport public of the Belarusian railroad having the right of wearing uniform, and distinction signs corresponding to them, No. 443 approved by the Presidential decree of the Republic of Belarus of August 20, 2001 "About heraldic sign emblem of the Belarusian railroad, uniform and signs of distinction of workers of rail transport public" (The national register of legal acts of the Republic of Belarus, 2001, No. 80, 1/2931):
