About forming and use of the minimum consumer budget
This Law determines the principles of forming and use, approval procedure and review of the minimum consumer budgets which are basis for social standard rates.
The minimum consumer budget represents expenses on acquisition of set of consumer goods and services for satisfaction of the basic physiological and welfare needs of the person.
The minimum consumer budget is used as the social standard rate for:
forecasting of changes of level of living of the population;
strengthenings of social protection and maintenance of the least protected segments of the population;
determinations of the minimum sizes of the salary, pensions, grants, benefits and other social payments;
The minimum consumer budgets are drafted for different social and demographic groups on average per capita and on one member of the family of different structure.
The natural and ware structure of the minimum consumer budget is created by regulatory method on the basis of system of consumer goods baskets.
The cost size of the minimum consumer budget is determined proceeding from average prices of purchase in all types of trade of the corresponding goods and services.
Calculation of the minimum consumer budget is performed by state bodies taking into account offers of labor unions, associations of consumers and other public associations.
The consumer goods basket is evidence-based balanced set of the goods and services satisfying specific functional needs of the person in certain intervals of time proceeding from the specific conditions and features which developed in the republic.
The consumer goods basket is created according to the main expenditure items of the person or family on:
food, including bread and bakery products, meat and meat products, milk and molokoprodukta, eggs, oil, fish and fish products, potatoes, vegetables, fruit and berries, vegetable oil and margarine, sugar and confectionery, other products;
clothes, linen, footwear;
medicines, objects of sanitation and hygiene;
furniture, objects of cultural and community and economic appointment;
housing and utilities;
cultural and educational actions and rest;
household services, transport, communication;
content of children in preschool institutions.
The minimum consumer budget affirms Council of Ministers of the Republic of Belarus.
The cost size of the minimum consumer budget is reviewed as required taking into account growth of consumer prices, but at least once a quarter.
The structure and structure of consumer goods baskets are reviewed taking into account social and economic development and changes in consumption rates by Council of Ministers of the Republic of Belarus with participation of labor unions, associations of consumers and other public associations at least once in 5 years.
Data on structure and size of cost of the minimum consumer budget and consumer goods baskets are published in official publications, republican and local press not later than one week from the date of their approval.

The Council of Ministers of the Republic of Belarus has the right to make decisions concerning forming and use of the minimum consumer budget, not settled this Law.
