According to article 29 of the Law of Ukraine "About rehabilitation of disabled people in Ukraine" the Cabinet of Ministers of Ukraine decides:

1. Approve the Payment procedure to some categories of persons with disability of monetary compensation instead of the sanatorium permit and cost of independent sanatorium treatment which is applied.

2. This resolution becomes effective since January 1, 2008.

Payment procedure to some categories of persons with disability of monetary compensation instead of the sanatorium permit and cost of independent sanatorium treatment

General part

1. This Procedure determines the payment mechanism of monetary compensation instead of the sanatorium permit and cost of independent sanatorium treatment (further - monetary compensation for the permit and for independent treatment) to some categories of persons with disability and its sizes.

Action of this Procedure does not extend to faces which disability is connected with consequences of the Chernobyl catastrophic crash, persons with disability owing to war which are marked out in article 6-2 of the Law of Ukraine "About the victims of Nazi prosecutions" and on children with disability.

2. Payment of monetary compensation for the permit and for independent treatment is carried out based on medical recommendations according to the legislation, determines the right of persons with disability on free providing with sanatorium treatment if they within three calendar years did not receive the free permit in sanatorium organization, in the limits determined according to item 4 of this Procedure, structural division concerning social protection of the population of the area, the area in Kiev and the Sevastopol state administration, executive body of city council of the city of regional value, district in the city in case of its education (except Kiev and Sevastopol) council on the place of stay on accounting for providing with sanatorium treatment. 

3. The basis for payment of monetary compensation for the permit and for independent treatment are the following documents:

the statement of person with disability about payment of monetary compensation;

the medical certificate in form 070-O concerning need of providing with sanatorium treatment;

the document on payment of sanatorium treatment at least 18 days which certifies passing by person with disability of sanatorium treatment (only for payment of monetary compensation for independent treatment);

the certificate of person with disability which confirms its belonging to category of the citizens who are marked out in Item 2 of this Procedure.

Statements with necessary documents for payment of monetary compensation and for independent treatment are accepted to the permit from persons with disability by structural divisions concerning social protection of the population Kiev and Sevastopol of the state administrations, district, district in, executive bodies of city councils of the cities of regional value, district in the cities in case of their education (except of Kiev and Sevastopol) councils. Since January 1, 2021 statements with necessary documents for payment of monetary compensation and for independent treatment are accepted to the permit from persons with disability by structural divisions concerning social protection of the population of the district state administrations only in case of sending them by mail or electronically (through the official website of Minsotspolitiki, information systems of executive bodies and local government bodies integrated with it or the Single state web portal of electronic services).

Statements with necessary documents for payment of monetary compensation and for independent treatment are also accepted to the permit by authorized officers of executive body of village, settlement, city council of the corresponding territorial community (further - officials of executive body) and officials of the center of provision of administrative services which transfer them within three working days from the date of their receipt to the relevant structural division concerning social protection of the population district, district in Kiev and Sevastopol the state administrations, executive body of city council of the city of regional value, the area in the city in case of its education (except of Kiev and Sevastopol) council.

Till July 1, 2021 the official of executive body or center of provision of administrative services, adopts the statement with necessary documents for payment of monetary compensation for the permit and for independent treatment, if technically possible registers the statement and creates electronic case (fills the corresponding electronic forms with use of information systems of Minsotspolitiki) and no later than the next working day directs electronic case to the relevant structural division concerning social protection of the population district, district in Kiev and Sevastopol the state administrations, executive body of city council of the city of regional value, the area in the city in case of its education (except of Kiev and Sevastopol) council means of electronic communication through information systems of Minsotspolitiki with observance of requirements of the Laws of Ukraine "About electronic documents and electronic document management", "About electronic confidential services", "About information security in information and telecommunication systems".

Since July 1, 2021 statements with necessary documents for payment of monetary compensation and for independent treatment are accepted to the permit by officials of executive body or center of provision of administrative services only with forming of electronic case.

Statements with necessary documents for payment of monetary compensation for the permit and for independent treatment (after forming of electronic case) in paper form are transferred to the relevant structural division concerning social protection of the population district, district in Kiev and Sevastopol to the state administration, executive body of city council of the city of regional value, the area in the city in case of its education (except of Kiev and Sevastopol) council at least every two weeks.
