About approval of the Regulations on procedure for maintaining the state inventory of anthropogenic emissions from sources and absorption by absorbers of greenhouse gases
Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed Regulations on procedure for maintaining the state inventory of anthropogenic emissions from sources and absorption by absorbers of greenhouse gases.
2. Assign maintaining the state inventory of anthropogenic emissions from sources and absorption by absorbers of greenhouse gases to the Ministry of Natural Resources and Environmental Protection.
3. To the Ministry of Natural Resources and Environmental Protection to take the necessary measures directed to implementation of this resolution.
4. This resolution becomes effective from the date of its official publication.

1. This Provision is developed according to the Actions plan on realization of provisions of the Kyoto protocol to the Framework convention of the United Nations on climate change for 2005-2012 approved by the resolution of Council of Ministers of the Republic of Belarus of December 30, 2005 No. 1582 "About realization of provisions of the Kyoto protocol to the Framework convention of the United Nations on climate change" (The national register of legal acts of the Republic of Belarus, 2006, No. 6, 5/17072), and determines procedure for maintaining the state inventory of anthropogenic emissions from sources and absorption by absorbers of greenhouse gases (further - the state greenhouse gas inventory).
This Provision extends to the list of the greenhouse gases which are not regulated by the Montreal protocol on the substances destroying ozone layer.
2. For the purposes of this provision the following concepts and their determinations are used:
gases with indirect greenhouse effect - carbon oxide, nitrogen oxides, not metane volatile organic compounds, sulfur oxides;
gases with direct greenhouse effect - carbon dioxide, methane, nitrous oxide, perfluorocarbons, hydrofluorocarbons, sulfur hexafluoride;
source of emissions of greenhouse gases - any object or natural complex located in the territory of the Republic of Belarus from which greenhouse gases with direct or indirect greenhouse effect arrive in atmospheric air;
the greenhouse gas inventory - the systematized code of documentary confirmed data on sources of emissions, and also absorbers of greenhouse gases reflecting their dynamics;
greenhouse gases - gaseous components of the atmosphere of both natural, and anthropogenous origin which absorb and pereizluchat infrared radiation;
absorber of greenhouse gases - any process, the mechanism or natural complex which absorbs greenhouse gas with direct or indirect greenhouse effect from atmospheric air.
3. Maintaining the state greenhouse gas inventory is performed for the purpose of:
accomplishment of obligations of the Republic of Belarus on annual development and submission of the reporting under the Framework convention of the United Nations on climate change approved by the Presidential decree of the Republic of Belarus of April 10, 2000 No. 177 (further the Framework convention) (The national register of legal acts of the Republic of Belarus, 2000, No. 36, 1/1159), and to the Kyoto protocol to the Framework convention of the United Nations on climate change according to the Presidential decree of the Republic of Belarus of August 12, 2005 No. 370 "About accession of the Republic of Belarus to the Kyoto protocol to the Framework convention of the United Nations on climate change" (further - the Kyoto protocol) (The national register of legal acts of the Republic of Belarus, 2005, No. 128, 1/6695);
preparation of national communications of the Republic of Belarus on climate change for representation on the Conference of the Parties of the Framework convention;
analysis and forecasting of emissions and absorption of greenhouse gases;
the organizations of the control system behind emissions and absorption of greenhouse gases;
developments of the state and other programs and actions directed to emission reduction and increase in absorption of greenhouse gases;
provisions of information on problems of anthropogenous impact on climate to the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, and other organizations;
informing the population on problems of the climate change caused by activities of the person.
4. Maintaining the state greenhouse gas inventory is performed by the Ministry of Natural Resources and Environmental Protection based on the official statistical information created by National Statistical Committee, information provided the Ministry of Agriculture and Food, the Ministry of forestry, the Department of Energy, the Ministry of Architecture, the Ministry of Housing and Public Utilities, the Ministry of Transport and Communications, the Ministry of Health, the State committee on property, the Belarusian state concern on oil and chemistry.
5. The republican state bodies specified in Item 5 of this provision and also the Belarusian state concern on oil and chemistry represent for accounting year to the Ministry of Natural Resources and Environmental Protection the following information:
The ministry of forestry - information on space assignment of the lands covered with the wood and inventories of forest stands on the prevailing breeds within groups of age;
Department of Energy - about recultivation and transfer to former land users of peat fields, about transportation loads of gas and emissions of greenhouse gases in the atmosphere;
The Ministry of Architecture - about production of construction mineral products;
The Ministry of Housing and Public Utilities - about the number of the waste buried in polygons of solid utility waste;
The Ministry of Transport and Communications - about fuel consumption amounts river transport in the territory of the republic and sea (river) transport beyond its limits, about asphalt production volumes, about quantity of cycles take-off / landing on internal and international lines, about amounts of consumption of aviation fuel on internal lines;
The Ministry of Health - about amounts of use of nitrous oxide for medical needs;
The state committee on property - about the areas of farmlands (arable, zalezhny, under permanent cultures, meadow), forest and other lesopokryty lands, lands under swamps, water objects, under roads and other transport ways, under streets, squares and other places public, under building, the broken lands, other not used lands;
