1. This Charter extends to all employees and specialists of customs authorities of the Republic of Tajikistan which gives the special ranks.
2. The office discipline in customs authorities is observance by customs officers in case of execution of the obligations assigned to them and implementation of the powers of procedure and rules established by the laws and other regulations of the Republic of Tajikistan, the oath, the contract on service, the job description, orders of Customs committee under the Government of the Republic of Tajikistan by them (further Customs committee), and also orders of direct and immediate superiors of customs authorities. The employee receives any instruction for service as a rule, from the immediate superior. In case of receipt of the order or the order from the higher chief it shall execute them having informed on it the immediate superior.
Direct chiefs are chiefs to whom customs officers are subordinated on service, at least temporarily.
Customs officers, not subordinates each other on service can be senior or younger. The seniority is determined by post, and in case of equal positions - by special rank.
3. Customs officers have the right on:
a) acquaintance with the documents determining their rights and obligations by the position held in customs authority, quality criterions of work and condition of job development and also on the organizational specifications necessary for execution of job responsibilities by them;
b) obtaining in accordance with the established procedure information and materials necessary for execution of job responsibilities;
c) decision making and participation in their preparation according to job responsibilities;
d) participation on the initiative in tender on replacement of vacant position in customs authorities, giving suggestions for improvement of activities of customs authorities;
e) job development, increase in monetary pay taking into account results and years of service of their service, skill level;
e) retraining (retraining) and advanced training;
g) provision of pensions taking into account length of service;
h) carrying out according to their requirement of office investigation for confutation of the data discrediting their honor and advantage;
i) use of physical force, special means and firearms in cases and procedure, provided by Chapter 61 of the Customs code of the Republic of Tajikistan.
4. On duty customs officers shall;
a) provide observance of the Constitution of the Republic of Tajikistan, implementation of the laws regulating the sphere of its powers;
b) to honesty fulfill job responsibilities;
c) provide observance and protection of the rights and legitimate interests of citizens;
d) execute orders, instructions and orders of chiefs of the customs authorities given according to the procedure of subordination within their ex-officio full powers, except for illegal;
e) within the job responsibilities timely to consider addresses of citizens (public associations), and also companies, organizations and organizations, (state bodies and local government bodies) and to make on them decisions according to the procedure, established by the laws of the Republic of Tajikistan;

5. As execution of job responsibilities by customs officers of the Republic of Tajikistan it is understood:

b) accomplishment of orders, instructions and orders of the chief of customs authority and chiefs of higher customs authorities;
c) participation in charges, the doctrines, competitions and other office events held according to the plans approved by chiefs of customs authorities;

6. In case of execution of job responsibilities customs officers are representatives of the government and are under protection of the state. Nobody, except bodies and the officials who are directly authorized on that by the laws having the right to interfere with their activities.
For illegal actions or for failure to act in case of execution of job responsibilities, their improper execution the employee of customs authority bears responsibility according to the current legislation.
7. The chief shall:
- it is correct to organize work of subordinates and relation in divisions, to provide increase in efficiency and quality of customs control and registration;
- bring up the conscientious, creative attitude to work, high ideological and moral and business qualities at subordinates, support the initiative and public activity of employees, promote their participation in identification and use of reserves and remedial action;
- to strictly observe requirements of the legislation, to accurately make orders and orders to subordinates, to check the accuracy and timeliness of their execution, to provide observance of the mode of privacy and the mode of customs control zones;
- take all necessary measures to strengthening of procedure and discipline, to provide maintenance of authorized relations in the headed division, observance of the Oath, this Charter;
