About approval of Rules of the state certification of the organizations of education

According to the subitem 7) of article 4 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of the state certification of the organizations of education.

2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

3. This resolution becomes effective after ten calendar days after the first official publication.

Rules of the state certification of the organizations of education

Chapter 1. General provisions

1. These rules of the state certification of the organizations of education (further - Rules) are developed according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education" and establish procedure for the organization and carrying out the state certification of the organizations of education.

2. The state certification of the organizations of education is carried out for the purpose of control of compliance of the educational services provided by the organizations of education, to requirements of the state obligatory standard of education.

The procedure of the state certification is performed in other form of control with visit based on the initiative appeal of the organization of education for receipt of the conclusion about compliance of its activities to requirements of the state obligatory standard of the education which is not connected with receipt of allowing documents.

3. The authorized body in the field of education performs the state certification of the organizations of education, irrespective of departmental subordination, implementing:

general education training programs of preschool education and training, primary, main secondary and general secondary education;

specialized general education training programs of specialized education;

special training programs of vocational education;

educational programs of the higher and postgraduate education in military, special educational institutions.

The state certification of the organizations of medical and pharmaceutical education is performed by authorized body in the field of health care.

4. The state certification of the organizations of education is carried out by authorized body to the fields of education or health cares within their competence (daleeupolnomochenny body) once in five years in planned procedure.

The organizations of education which underwent institutional and specialized accreditation in the accreditation bodies entered in the register of accreditation bodies, accredited organizations of education and educational programs are exempted from the procedure of the state certification for accredited educational programs (specialties) for the term of accreditation, but no more than 5 years.

5. The state certification consists of the following main stages:

1) approval by authorized body for calendar year of the list of the organizations of education, subjects of the state certification;

2) implementation of the analysis of materials of self-assessment of the organization of education by the relevant authorized body (internal quality evaluation of education), forming of certifying commission, carrying out the state certification, creation of the conclusion about results of the state certification;

3) decision making of authorized body about compliance or discrepancy of organization activity of education to requirements of the state obligatory standard of education.

6. The state certification for the purpose of control of accomplishment by the organizations of formation of the state obligatory standard is performed in general on the organization of education.

For the organizations of education realizing educational programs of the higher and postgraduate education in military, special educational institutions, the state certification is performed also in the directions of training.

7. The main directions and objects of studying when carrying out the state certification of the organization of education, and also by specialties, are:

1) general characteristic;

2) personnel structure, including observance of the qualification requirements imposed to heads, pedagogical employees of the organization of education and persons equated to them;

3) contingent of students;

4) educational and methodical work and pedagogical loading;

5) teaching and educational work;

6) educational tangible assets;

7) educational and scientific laboratories;

8) information resources and library stock;

9) assessment of knowledge of students;

10) research work or scientific activities;

11) professional practice.

8. The main methods of information collection when carrying out the state certification are:

1) visual survey of material and technical resources and objects of social security of the organization of education;

2) studying of documentation of the organization of education for the purpose of check of observance of requirements of the state obligatory standards;

3) analysis of indicators of educational process;

4) analysis of results of assessment of educational achievements, final assessment of students;

5) questioning of students, teachers and persons equated to them, employees and parents of students and pupils;

6) visit of studies;

7) conversations with students, teachers and employees, parents of students and pupils;

8) assessment of knowledge of students by conducting complex testing and other types of control cuts of knowledge and abilities.

9. Expenses on carrying out the state certification of the organizations of education are performed at the expense of budgetary funds.

10. For ensuring single approach and transparency when carrying out the state certification by authorized body programs and methodical recommendations about the organization and carrying out the state certification and self-assessment of the organizations of education which text is posted on the official site of the relevant authorized body are developed and affirm.

Chapter 2. Procedure for carrying out the state certification

11. The list of the organizations of education, subjects of the state certification, affirms authorized body annually till November first with indication of terms of certification and is posted on the website of authorized body.
