According to article 12 of the Law of the Republic of Belarus of July 13, 2012 "About drugs, psychotropic substances, their precursors and analogs" the Council of Ministers of the Republic of Belarus DECIDES:

Approve the enclosed Regulations on procedure for production, production, conversion, storage and destruction of drugs, psychotropic substances and their precursors.

Regulations on procedure for production, production, conversion, storage and destruction of drugs, psychotropic substances and their precursors

1. Production, production, conversion, storage and destruction of drugs, the psychotropic substances included in the list of especially dangerous drugs and psychotropic substances which are not used in the medical purposes (further - the list 1), and the list of the dangerous drugs which are not used in the medical purposes (further the list 5), the Republican list of the drugs, psychotropic substances and their precursors which are subject to the state control in the Republic of Belarus (further - the List), is allowed only in the scientific purposes on the special permission issued by the Ministry of Internal Affairs and the Ministry of Health according to the procedure, established by them.

2. Production, production, conversion, storage and destruction of drugs, the psychotropic substances included in the list of especially dangerous drugs and psychotropic substances permitted to controlled turnover (further - the list 2), the List and the list of dangerous psychotropic substances (further - the list 3) of the List, are resolved for use in the medical, scientific and other purposes which are not contradicting the legislation of the Republic of Belarus and are performed by legal entities in the presence of special permission (license) of the Ministry of Health to the activities connected with drug trafficking, psychotropic substances and their precursors.

3. Pharmaceutical production of the medicines containing drugs and psychotropic substances is performed in the organizations of health care for individual appointments (recipes) of doctors and requirements (requests) of the organizations of health care according to the legislation of the Republic of Belarus.

4. Production and conversion of drugs and psychotropic substances are performed by the organizations making drugs and psychotropic substances according to the specifications and technical documentation on specific names of drugs and psychotropic substances approved with the Ministry of Health.

5. The order of the head of the organization performing production, production, conversion, storage and destruction of drugs and psychotropic substances the list of persons who on job responsibilities can be allowed to work with drugs and psychotropic substances affirms, and person responsible for their safety is determined.

6. Procedure for the equipment of objects (the territories, rooms, buildings, constructions) in which production, storage or realization of the drugs, psychotropic substances and their precursors which are subject to the state control, means and systems of protection, technical remedies is performed and also requirements to technical reinforcement of these objects are established by the Ministry of Internal Affairs and the Ministry of Health.

Features of the equipment of objects (the territories, rooms, buildings, constructions) intended for storage of drugs and psychotropic substances out of the places of permanent deployment of connections, military units and the organizations of Armed Forces in case of accomplishment of fighting, educational and fighting tasks by them are established by the Ministry of Defence in coordination with the Ministry of Internal Affairs.

7. The procedure for storage of drugs and psychotropic substances in the organizations of health care and other organizations is determined by the Ministry of Health.

Features of storage of drugs and psychotropic substances in Armed Forces out of the organizations of health care are determined by the Ministry of Defence.

At the same time the drugs and psychotropic substances included in the list 1, in the list 2 and the list 5 of the List are stored in the safe. The psychotropic substances included in 3 Lists in the list are stored separately in the metal cases attached to wall or floor, which are locked. During the working day safes and cases shall be locked, and after its termination are sealed or sealed up.
