1. These rules N18-FZ "Charter of Rail Transport of the Russian Federation" are developed according to article 3 of the Federal Law of January 10, 2003 (The Russian Federation Code, 2003, N 2, Art. 170) and regulate procedure and conditions of transportations by railway transport public of freights in the trains created from the locomotive (locomotives) and cars in loaded or empty condition, including with loaded or empty containers, belonging to the consignor, the consignee on the property right or other right including leased from carrier and also to other legal entities or physical persons, except for carrier (the daleepoyezdny forming which are not belonging to carrier).

on railway track of uncommon use - the consignor, other owner of railway vehicles, the owner of way of uncommon use, carrier, including based on the contract for operation of ways of uncommon use or the contract for giving and cleaning of cars;

on railway track public - the consignor, the owner of railway vehicles, carrier based on the transportation agreement;

from cars, including different owners, and the locomotive (locomotives) the direction on one or several railway stations of destination one consignor (further - the consignor of the train forming which is not belonging to carrier);

from cars with freights of several consignors the direction on one or several railway stations of destination.

Person responsible for the organization of transportations by the train forming which are not belonging to carrier is the organizer of transportation (the consignor, the operator of railway rolling stock) owning on the property right or other right locomotives/locomotives (further - the organizer of transportation by the train forming which is not belonging to carrier), authorized by consignors/consignors on the solution of questions on the organization of transportation.

3. The sequence of the train forming which are not belonging to carrier on infrastructure of rail transport public is established similar to sequence of the trains created by carrier.

4. The weight and/or length of the train forming which is not belonging to carrier shall be no more regulations established by owners of infrastructures on the declared transportation route for trains of rail transport public. In coordination with the owner of infrastructure the weight and length of the train forming which is not belonging to carrier can be corrected.

5. When implementing transportations by the train forming which are not belonging to carrier, the consignor along with the shipping request of freights, the shipping request of freights is provided to carrier by the train forming which are not belonging to carrier (the appendix N1 to these rules) which is filled in according to the appendix N2 to these rules:

in triplicate - if the train forming which is not belonging to carrier is created by one consignor;

in four copies - if the train forming which is not belonging to carrier consists of cars of several consignors.
