About approval of Safety rules for production of precious metals, alloys and their semifinished products

The state mining inspection of Russia decides:

1. Approve "Safety rules for production of precious metals, alloys and their semifinished products".

2. Direct "Safety rules for production of precious metals, alloys and their semifinished products" to registration in the Ministry of Justice of the Russian Federation.

Safety rules for production of precious metals, alloys and semifinished products

1. Basic provisions

1.1. Safety rules for production of precious metals, alloys and semifinished products (further - Rules) establish requirements which observance ensures industrial safety in the specified productions, are directed to the prevention of accidents, industrial traumatism and ensuring readiness of the organizations operating hazardous production facilities to localization and mitigation of consequences of accidents and extend to all productions of precious metals, alloys and semifinished products of the organizations, irrespective of their forms of business and patterns of ownership.

1.2. Designing, construction, operation, reconstruction, expansion, modernization, preservation, liquidation of steel-smelting productions, production, installation, adjustment, servicing and repair of technical devices, carrying out preparation and employee assessment is performed according to requirements of these rules, "General rules of industrial safety for the organizations performing activities in the field of industrial safety of hazardous production facilities" (further - OPPB), the approved resolution of Gosgortekhnadzor of Russia of 18.10.02 N61-A registered by the Ministry of Justice of the Russian Federation 28.11.02, reg. N3968 (Russian newspaper, N 231, 05.12. 02), "General safety rules for the metallurgical and coke-chemical companies and productions" (PB 11-493-02) (further - OPBM), N 35, approved by the resolution of Gosgortekhnadzor of Russia of 21.06.02 the registered Ministry of Justice of the Russian Federation 11.09. 02, reg. N3786 ("The Russian newspaper", N 186, 02.10. 02), and also the operating construction regulations and rules, regulations of process design and other normative and technical documents in the field of industrial safety, approved in accordance with the established procedure.

1.3. The procedure and terms of reduction of the operating productions of precious metals, alloys and semifinished products according to requirements of these rules are determined by heads of the organizations in coordination with territorial authorities of Gosgortekhnadzor of Russia.

1.4. The procedure and conditions of safe operation of technical devices, conducting engineering procedures and works are established in the corresponding instructions developed according to requirements of these rules and approved by the technical lead of the organization. The list of obligatory instructions affirms the technical lead of the organization.

2. Technology part

2.1. Preparation of burdening materials for melting

2.1.1 All materials and semifinished products arriving in the organization shall be stored in the covered rooms.

2.1.2. Containers, racks and pallets with burdening materials shall be established on platforms, strong and flat without bias, with possibility of safe journey of vehicles and pass of people.

2.1.3. Devices for cutting of scrap shall provide good visibility of the place of section and have barrier of the action area of the cutting element.

2.1.4. Before application burdening materials shall be checked for explosion safety, radiation safety, are dry-through, purified of oil products and foreign inclusions.

 

2.2. Melting of burdening materials, precious metals and alloys

2.2.1. Electric furnaces for melting of burdening materials, precious metals and alloys shall correspond to the project.

2.2.2. The water-cooled elements of melting furnaces before installation shall be tested on hermeticity under pressure 1,5 times more working pressure of water.

2.2.3. Electric insulating inserts in the form of hoses, pipes or sleeves from not electrowire material shall be provided in systems of water chilling of elements of the electric furnaces which are energized.

2.2.4. Systems of water chilling of elements of electric furnaces shall turn on devices of control of temperature and consumption of water with the automatic light and sound alarm system about violation of the mode chilling or with automatic disconnection of the furnace from the power supply network.

For ensuring safe operation of electric furnaces in systems of water chilling of the most important elements there shall be at least two inputs of water or the reserve reservoir of sufficient reservoir.

2.2.5. When chilling elements of electric furnaces with flowing water visual inspection behind water stream at the exit from workplace on servicing of shutoff valves on water supply collector shall be provided.

The water giving pipes and armature of cooling systems shall not be placed over charging windows of electric furnaces and molds.

2.2.6. Mechanisms of inclination of electric furnaces shall be protected from possible hit of splashes of fusion and are equipped with trailer switches and limiters of the course of the furnace in both parties.

2.2.7. The design of inclined furnaces shall exclude emission of fusion in case of damage of the mechanism of inclination.

2.2.8. Floors of working platforms near electric furnaces shall be covered with electric insulating floorings.

2.2.9. Loading of furnace charge and carrying out technology works using the uninsulated metal tool shall be performed in case of the switched-off electric furnace,

2.2.10. Cables and buslines of furnaces shall be protected from hit of splashes of fusion and are protected from accidental touch to them service personnel.

Induction furnaces, high-frequency and plasma installations

2.2.11. The inductor of the furnace shall be elektroizolirovan from the body and metalwork. Resistance of isolation shall be at least 1000 Ohms on 1 V of rated voltage in network of power supply.

2.2.12. Isolation of the inductor concerning the body of the furnace shall sustain within 1 min. the test tension which is twice more nominal (in case of nominal to 1000 V) and 1,3 times more nominal (in case of nominal more than 1000 V).
