About measures for enhancement of management in the agrarian sector

As a result of the reforms undertaken in recent years in the Azerbaijan Republic in the agrarian sector the new economic and property relations were created, the regulatory framework regulating development of this sphere was enhanced, production of agricultural products considerably increased, in regions there were favorable conditions for development of entrepreneurship. The achieved success and the existing potential along with development of rural zones and further improvement of welfare of rural population by acceleration of implementation of agrarian policy of the state, require reorganization of management of this important sector according to modern requirements.

For the purpose of elimination of the existing separation in management of the agrarian sector, creations of the management system providing sustainable development of this sphere and being guided by Item 7 of article 109 of the Constitution of the Azerbaijan Republic, I decide:

1. Reorganize the Ministry of Agriculture of the Azerbaijan Republic and determine that the Ministry of Agriculture of the Azerbaijan Republic is the central executive body performing regulation of state policy and the economic relations in the agrarian sector including production and conversion of agricultural products, rendering necessary services to producers, meliorative and water farms, veterinary science, quarantine of plants, rational use of lands.

2. Create the following structures under the Ministry of Agriculture of the Azerbaijan Republic:

2.1. State agency of melioration and water economy;

2.2. Public veterinary service;

2.3. Public service of phytosanitary control;

2.4. The state agency on agricultural loans.

3. Abolish Committee of melioration and water economy under the Cabinet of Ministers of the Azerbaijan Republic and transfer the property which is on its balance to the State agency of melioration and water economy created under the Ministry of Agriculture of the Azerbaijan Republic.

4. Charge to the Cabinet of Ministers of the Azerbaijan Republic in a month:

4.1. prepare and provide to the President of the Azerbaijan Republic for approval projects of regulations on the Ministry of Agriculture of the Azerbaijan Republic and the services and the agencies created in case of it and the offer on structure of system of the ministry;

4.2. prepare and provide to the President of the Azerbaijan Republic offers on reduction of the existing legal acts to compliance with this Order;

4.3. resolve the issues following from this Order.

5. This Order becomes effective from the date of signing.
