About approval of the Regulations on the State extraordinary antiepizootic commission under the Cabinet of Ministers of Ukraine and standard regulations on the local state extraordinary antiepizootic commissions

According to article 41 of the Law of Ukraine "About veterinary medicine" the Cabinet of Ministers of Ukraine decides:

1. Approve applied:

Regulations on the State extraordinary antiepizootic commission under the Cabinet of Ministers of Ukraine;

standard regulations on the state extraordinary antiepizootic commissions under Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city, district public administrations and city councils.

2. Recognize invalid:

the resolution of the Cabinet of Ministers of Ukraine of April 20, 1998 N517 "About Approval of Regulations on the State Extraordinary Antiepizootic Commissions" (The Official Bulletin of Ukraine, 1998, N 16, the Art. 596), except Item 2;

subitem 3 of the resolution of the Cabinet of Ministers of Ukraine of March 28, 2001 N282 "About Introduction of Amendments to the Resolution of the Cabinet of Ministers of Ukraine of April 20, 1998 N517" (The Official Bulletin of Ukraine, 2001, N 13, the Art. 546).

Regulations on the State extraordinary antiepizootic commission under the Cabinet of Ministers of Ukraine

1. The state extraordinary antiepizootic commission under the Cabinet of Ministers of Ukraine (further - the Commission) is permanent body under the Cabinet of Ministers of Ukraine which exercises operating control, management and coordination of activities of executive bodies, companies, organizations and organizations, physical persons concerning prevention of outbreaks of especially dangerous diseases which are included into the list of the International epizootic bureau (further - infectious diseases), and mass poisonings of animals and their liquidation.

2. The commission in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main tasks of the Commission are:

control through executive bodies, local government bodies, and also heads and specialists of the companies, organizations and the organizations for:

- holding actions for prevention of infectious diseases of animals (foot-and-mouth disease, plague, disease of Newcastle, anthrax, rage, tuberculosis, leukosis and so forth), diseases, general for people and animals, and mass poisonings of animals;

- holding antiepizootic actions for the purpose of non-admission of drift on the territory of Ukraine of causative agents of infectious diseases of animals from other states;

- observance by legal entities and physical persons of the veterinary health requirements directed to protection of people and the environment;

provision of the practical help to the local state extraordinary antiepizootic commissions in holding antiepizootic actions;

coordination of activities of research establishments and educational institutions of veterinary medicine concerning studying and study of regulatory legal acts concerning infectious diseases, exotic or not enough studied diseases of animals.

4. The commission according to the tasks assigned to it:

1) performs management of activities of executive bodies, public services, companies, organizations and organizations concerning prevention of outbreaks of infectious diseases and mass poisonings of animals and their liquidation;

2) is coordinated by activities central and local executive bodies, the companies, organizations and the organizations, the local state extraordinary antiepizootic commissions concerning holding antiepizootic actions;

3) through system of Gosprodpotrebsluzhby will organize protection of the population against diseases, general for people and animals;

4) is informed by the Cabinet of Ministers of Ukraine on the outbreaks of infectious diseases and mass poisonings of farm and wild animals, and also on taking measures to their liquidation;

5) enters quarantine and restrictive actions or quarantine in the place of origin and spread of infectious diseases of animals;

6) hears heads central and local executive bodies, the extraordinary antiepizootic commissions under Council of Ministers of the Autonomous Republic of Crimea, areas, cities of Kiev and Sevastopol, companies, organizations and organizations about the taken measures for prevention and liquidation of infectious diseases of animals;

7) quickly involves employees of public service of veterinary medicine of Ukraine, veterinary services of the companies, organizations and the organizations in holding antiepizootic actions, and also determines responsible persons;

8) considers materials concerning causes and effects of origin and liquidation of outbreaks of infectious diseases and mass poisonings of animals, determinations guilty of it persons;

9) is studied by question of exception of the address and subsequent use of dangerous products of animal origin which can cause infectious diseases and mass poisonings of people and/or animals in the course of its conversion, realization or the use;
