Determine that in 2008 financing of the payments provided by the Rules approved by this resolution is performed at the expense of the funds allocated for implementation of the federal program "Reforming of System of Military Education in the Russian Federation for the Period till 2010" approved by the order of the Government of the Russian Federation of May 27, 2002 N352.

3. To federal executive bodies under which authority the federal state educational organizations of the higher education under which military training centers are created are to perform since 2008 in accordance with the established procedure planning of the budgetary appropriations necessary for implementation of the payments provided by the Rules approved by this resolution.

4. Bring in the federal program "Reforming of System of Military Education in the Russian Federation for the Period till 2010" approved by the order of the Government of the Russian Federation of May 27, 2002 N352 (The Russian Federation Code, 2002, N 23, Art. 2163; 2006, N 1, Art. 149), following changes:

a) in line item 2 appendices N3 to the specified Program:

1. To the citizen of the Russian Federation who concluded according to Item 1 of article 20 of the Federal law "About Conscription and Military Service" the training contract in military training center under the federal state educational organization of the higher education for the program of military preparation for passing of military service for the contract on the military positions which are subject to substitution by officers and about further passing of military service under the contract after receipt of the higher education (further respectively - the citizen, the program of military preparation, the agreement), are paid:

a) additional grant:

in the amount of, equal 1,5 of the grant size established by the law, within the first year of training;

in the amount of, equal 3 - 4 established law to the grant sizes (taking into account progress), - within the second year and the next years of training;

b) lump sum payment on acquisition of special dress code in the amount of 5000 rubles.

2. Purpose of additional grant to the citizen is made 1 time in semester by the rector of the federal state educational organization of the higher education after the conclusion of the contract with the citizen based on representation of the chief of military training center taking into account progress of the citizen according to the program of military preparation.

3. Payment of additional grant to the citizen is made once a month and stops since the month following after month of cancellation of the agreement.

4. The additional grant is paid within the second year and the next years of training in the citizen studying according to the program of military preparation:

on "perfectly" - in the amount of 4 grant sizes established by the law;

on "well" or on "good and excellent" - in the amount of 3 or 4 grant sizes established by the law;

in other cases - in the amount of 3 grant sizes established by the law.

5. Lump sum payment on acquisition of special dress code is made 1 time for the entire period of training of the citizen, but not earlier than the termination of the first semester.
