About the Concept of forming of the total electrical power market of the State Parties of the Commonwealth of Independent States
The Council of Heads of Government of the Commonwealth of Independent States solved:
1. Approve the Concept of forming of the total electrical power market of the State Parties of the Commonwealth of Independent States it (is applied).
2. To electrical power Council of the CIS together with Executive committee of the CIS to perform monitoring of implementation of the Concept of forming of the total electrical power market of the State Parties of the Commonwealth of Independent States and if necessary to inform Economic council of the Commonwealth of Independent States on the course of its accomplishment.
3. This Decision becomes effective from the date of its signing, and for the states which legislation requires accomplishment of the interstate procedures necessary for its entry into force, - from date of delivery on storage to depositary of the notification on accomplishment of the mentioned procedures.
It is made in the city of Moscow on November 25, 2005 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

1.1. The concept of forming of the total electrical power market of the State Parties of the CIS (further - the Concept) is developed within implementation of the Agreement on ensuring parallel work of electric utility systems of the State Parties of the Commonwealth of Independent States of November 25, 1998.
1.2. The concept represents set of the approved views and approaches of the State Parties of the Commonwealth to forming of the total electrical power market of the CIS (further - OER of the CIS).
The principles of the OER organization of the CIS enshrined in this Concept are basis for development of Rules OER of the CIS (further - Rules) and other regulatory legal acts provided by this Concept.
1.3. The concept is based on the following interstate and intergovernmental regulating legal documents:
- The agreement on coordination of the interstate relations in the field of power industry of the Commonwealth of Independent States of February 14, 1992;
- The agreement on ensuring parallel work of electric utility systems of the State Parties of the Commonwealth of Independent States of November 25, 1998;
- The agreement on transit of electrical energy and capacity of the State Parties of the Commonwealth of Independent States of January 25, 2000;
- The agreement on mutual assistance in cases of accidents and other emergency situations on electrical power objects of the State Parties of the CIS of May 30, 2002;
- The agreement on creation of reserves of resources and their effective use for ensuring parallel work of electric utility systems of the State Parties of the Commonwealth of Independent States of September 15, 2004;
- The plan of realization of the major actions aimed at the development and increase in efficiency of interaction of the State Parties of the Commonwealth of Independent States in the economic sphere in 2003 - 2010, the CIS approved by the Decision of Council of heads of states of September 19, 2003 about completion of forming of the free trade area and development of interaction of the State Parties of the CIS in the economic sphere.
The concept considers the basic principles of consolidation and liberalization of the European electricity markets set by directives of the European parliament and European Council No. 2003/54/EC and 1228/2003 and the Agreement to the Energy Charter of December 17, 1994.
The terms and determinations used in this Concept have the following values:
Balance of the electric power - the system of indicators characterized by equality of the amount of sizes of the consumed electric power in power supply system, its expense on own needs, losses in power networks and the amounts of sizes of power generation in power supply system taking into account electric power overflows with other power supply systems.
The balancing market of OER of the CIS - system of the relations of purchase and sale which arise between subjects of OER of the CIS in case of imbalance of contractual and actual amounts of the purchased and sold electrical energy.
Vertically integrated company the elektroenergetikiyuridichesky person performing more than one of the following types of activity: production, dispetchirovaniye, transfer, distribution and sale of the electric power, and also infrastructure services in the field of power industry.
