About radiation safety of the population

It is accepted by the House of Representatives on December 16, 1997

Approved by Council of the Republic on December 20, 1997

This Law determines bases of legal regulation in the field of ensuring radiation safety of the population, is directed to creation of the conditions providing protection of life and human health from harmful effects of ionizing radiation.

Chapter I. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are applied:

radiation safety of the population (further - radiation safety) - condition of security of the present and future generations of people from harmful effects of ionizing radiation;

ionizing radiation - the radiation which is created in case of radioactive decay nuclear transformations, braking of charged particles in substance and forms in case of interaction with environment ions of different signs;

source of ionizing radiation - the radioactive material or the device which is letting out or capable to emit ionizing radiation over the levels established by regulatory legal acts, including technical regulatory legal acts or the device containing or using radioactive material in work;

natural radiation background - the radiation dose created by the space radiation and radiation of the natural radionuclides which are naturally distributed in the earth, water, air, other elements of the biosphere, foodstuff and human body;

tekhnogenno the changed radiation background - the natural radiation background changed as a result of activities of the person;

effective dose - the size of impact of ionizing radiation used as measure of risk of emergence of the remote consequences of radiation of human body and its separate bodies taking into account their radio sensitivity;

the sanitary protection zone - the territory around source of ionizing radiation in which the level of radiation of people in the conditions of normal operation of this source can exceed the set main limit of dose of radiation for the population. In the sanitary protection zone permanent and temporary residence of people is forbidden, the regime of restriction of economic activity is introduced and radiation control is carried out;

observation zone - the territory outside the sanitary protection zone on which radiation monitoring is made;

workers (personnel) - the physical persons working with sources of ionizing radiation or being under the terms works in zone of their impact;

radiation accident - the loss of management of source of ionizing radiation caused by defect, damage to machinery, the wrong actions of workers (personnel), natural disasters or other reasons which could bring or led to radiation of people or radioactive environmental pollution over the established regulations;

users of sources of ionizing radiation - the organizations and (or) the individual entrepreneurs making, overworking, applying, storing, transporting, neutralizing and burying sources of ionizing radiation;

practical activities - the types of activity increasing general radiation of citizens;

medical radiation - radiation of citizens (patients) in case of physical examination and treatment;

intervention - action (action) directed to prevention or decrease in adverse effects of radiation or complex of adverse effects of radiation accident;

the address with sources of ionizing radiation - the activities connected with production, conversion, application, storage, transportation, neutralization and burial of sources of ionizing radiation;

subject of the treatment of radioactive waste - object on which are performed neutralization, conversion, storage and (or) burial of radioactive waste;

radioactive material - the substance in any aggregate state containing radionuclides with activity over the levels established by regulatory legal acts, including technical regulatory legal acts;

radioactive waste - the sources of ionizing radiation used during economic or other activity of users of sources of ionizing radiation which they do not intend or cannot use still to appointment, and also formed in case of accomplishment of actions for mitigation of consequences of radiation accident in which content of radionuclides exceeds the levels established by regulatory legal acts, including technical regulatory legal acts;
