1. Approve the Instruction about procedure for production, acquisition, storage, transportation, use and accounting of explosive materials according to appendix.
2. Enact this resolution after ten days from the moment of its state registration in the Ministry of Justice of the Republic of Uzbekistan.
3. From coming into force of this resolution not to apply the Instruction about procedure for storage, transportation, use and accounting of explosive materials (appendix No. 1 to interstate Single safety rules during the explosive works of 1992) in the territory of the Republic of Uzbekistan.
4. To head department of security guard and patrol service and protection of public order of the Ministry of Internal Affairs of the Republic of Uzbekistan, industry inspections of the State inspection Sanoatgeokontekhnazorat together with the companies performing activities in the field of turnover of explosive materials to take specific measures for strengthening of the throughput and inside modes in strict accordance with requirements of the Instruction, to exception of cases of unreasonable checks on storage locations of explosive materials.

This Instruction establishes procedure for production, acquisition, storage, transportation, use and accounting of explosives, materials and products with their application, and also blasting agents in the territory of the Republic of Uzbekistan by the companies, the organizations and organizations, irrespective of patterns of ownership and departmental accessory, in accordance with the established procedure performing activities in the field of turnover of explosive materials (daleepredpriyatiya).

Realization of VM - the type of activity connected with transfer of the industrial VM allowed to application in the territory of the Republic of Uzbekistan, to other companies.
Development of VM - the type of activity connected with development and preparation of production of new types of VM or upgrade of earlier made types of VM.
Warehouse VM superficial - complex of the buildings and constructions on the Earth's surface located on general the protected and protected territory and VM intended for storage according to statutory rules.
Warehouse VM underground or profound - underground cameras and cells for storage of VM and auxiliary cameras with the developments bringing to warehouse.
Accounting of VM - documentary registration of movement of VM on storage locations, production and use according to the regulations and rules established by the State inspection Sanoatgeokontekhnazorat.

During the explosive works it is allowed to apply VM on which there are standards (specifications), and to the imported VM - permission to the use of the imported explosive materials issued according to the Regulations on procedure for passing by subjects of entrepreneurship of allowing procedures in the field of turnover of explosive materials approved by the resolution of the Cabinet of Ministers of June 6, 2017 No. 360.

1. Testing procedure and admission of explosive materials for production

Production of VM is performed based on the license obtained according to Regulations on licensing of activities for development, production, transportation, storage and realization of explosive and toxic agents, materials and products with their application and also blasting agents, the Cabinet of Ministers of the Republic of Uzbekistan approved by the resolution of March 5, 2004 No. 109.
5. All new VM, means of mechanization of explosive works, the equipment used directly for production of VV at the companies conducting explosive works shall be developed and be allowed to testing and application under production conditions according to requirements of standards, TU and other regulating documentation.
Samples of products are subject to monitoring tests on safety of works on site of production with obligatory participation of developer and representative of the State inspectorate Sanoatgeokontekhnazorat, and also to acceptance tests under production conditions.
Monitoring tests shall be carried out for the purpose of determination of compliance of again developed and modernized products to the requirements established in technical documentation on their production and application including rules and regulations on safety, and also identification of opportunity and feasibility of carrying out testing under production conditions.
In case of positive results of control check by developer of product necessary technical documentation, including the program and technique of testing under production conditions which are subject to approval of the State inspection Sanoatgeokontekhnazorat, and of the company where testing will be carried out is constituted.
6. The decision on conducting acceptance tests of products is made under production conditions by the State inspectorate Sanoatgeokontekhnazorat based on the following documents:
letters of the company customer;
the act of control check with the expert opinion;
programs and techniques of testing under production conditions;
general view of product (assembly drawing of the main nodes);
instructions for safe production and application of VV;
TU (TU project) and operational documentation (management, the instruction) for application (operation), including regulations of engineering procedure for VM produced at the companies consumers.
The submitted documents shall be approved (are approved) in accordance with the established procedure.
Testing shall be carried out by the commissions formed by the customer, the developer and the company at which they will be performed. The structure of the commission shall include representatives of the State inspectorate Sanoatgeokontekhnazorat.
Before testing of person, carrying out them, shall be acquainted with properties and features of new products.
Upon termination of acceptance tests the commission generalizes results of activities of working groups and draws up the statement with the recommendation of the admission of pilot product (sample) to permanent application under production conditions or with other decision.

Acquisition of VM by the companies is performed based on the permission to acquisition of explosive materials issued according to the Regulations on procedure for passing by subjects of entrepreneurship of allowing procedures in the field of turnover of explosive materials approved by the resolution of the Cabinet of Ministers of June 6, 2017 No. 360, (further - permission to acquisition of VM).

Realization of VM is forbidden to other company in the absence of permission to acquisition of VM, and in transit VM - also the authority for the move of explosive materials issued according to the Regulations on procedure for passing by subjects of entrepreneurship of allowing procedures in the field of turnover of explosive materials approved by the resolution of the Cabinet of Ministers of June 6, 2017 No. 360 (further - the authority for the move VM).

16. Investigation of cases of losses of VM is made according to the Instruction about procedure for technical investigation and accounting of losses of explosive materials in the organizations performing activities in the field of turnover of explosive materials (reg. No. 2803 of June 20, 2016).
17. The following types of storage locations differ:
on service life - in case of term up to 90 days VM storage area is equipped, in case of bigger term warehouses VM are arranged: short-term - for a period of up to 1 year, temporary - up to 3 years and constants - over 3 years (warehouse of long-term storage of VM);
appointment - basic warehouses for issue of VM to other warehouse, account - for issue of VM to the blaster on production of explosions, and also to other warehouse;

General reservoir of basic warehouse is not limited; capacity of separate storages shall not exceed 420 t of VV (net).
In account superficial and semi-profound warehouses:
General reservoir of all storages of permanent account warehouse VM shall not exceed 1): VV - 240 t, detonators - 300 thousand pieces, the detonating cord - 400 thousand m, the safety fuse and means of its firing - without restriction.
General reservoir of all storages of temporary account warehouse VM shall not exceed 2): VV - 120 t, detonators - 150 thousand pieces, the detonating cord - 200 thousand m, the safety fuse and means of its firing - without restriction.
General reservoir of all storages of permanent short-term account storage location VM shall not exceed 3): To VV - no more than 36 tons, detonators - 75 thousand pieces, the detonating cord - 100 thousand meters, the safety fuse and means of its firing - reservoir is not limited.
Limiting 4) reservoir of each storage of permanent account warehouses VM shall not exceed 120 tons, temporary - 60 tons, short-term stationary - no more than 18 tons, portable in case of separate storage: for VV - to dead weight capacity, for detonators - to 2/3 vehicle capacities in which the warehouse is placed.
