2. Direct "Safety rules for domain production" to registration in the Ministry of Justice of the Russian Federation.

Safety rules for domain production

1. General provisions

1.1. Safety rules for domain production (daleepravil) establish requirements which observance ensures industrial safety in the specified productions, are directed to the prevention of accidents, industrial traumatism and ensuring readiness of the organizations operating hazardous production facilities to localization and mitigation of consequences of accidents and extend to all domain productions of the organizations, irrespective of them organizationally legal forms and patterns of ownership.

1.2. Designing, construction, operation, reconstruction, expansion, modernization, preservation, liquidation of steel-smelting productions, production, installation, adjustment, servicing and repair of technical devices, carrying out preparation and employee assessment is performed according to requirements of these rules, "General rules of industrial safety for the organizations performing activities in the field of industrial safety of hazardous production facilities" (further - OPPB), the approved resolution of Gosgortekhnadzor of Russia of 18.10.02 N61-A registered by the Ministry of Justice of the Russian Federation 28.11.02, reg. N3968 (Russian newspaper, N 231, 05.12. 02), "General safety rules of the metallurgical and coke-chemical companies and productions" (PB 11-493-02) (daleeopbm), N 35, approved by the resolution of Gosgortekhnadzor of Russia of 21.06.02 the registered Ministry of Justice of the Russian Federation 11.09. 02, reg. N3786 (Russian newspaper, N 186, 02.10. 02), "Safety rules for gas economy of the metallurgical and coke-chemical companies and productions" (PB 11-401-01) (further - PBGHM), N 9, approved by the resolution of Gosgortekhnadzor of Russia of 20.02.01 not needing registration in the Ministry of Justice of the Russian Federation, the letter of the Ministry of Justice of the Russian Federation of 13.06.01 of N07\5740-AK, and also the operating construction regulations and rules, regulations of process design and other normative and technical documents in the field of industrial safety.

1.3. The procedure and terms of reduction of the operating domain productions according to requirements of these rules are determined by heads of the organizations in coordination with territorial authorities of Gosgortekhnadzor of Russia.

1.4. The procedure and conditions of safe operation of technical devices, conducting engineering procedures and works are established in the corresponding instructions developed according to requirements of these rules and approved by the technical lead of the organization. The list of obligatory instructions affirms the technical lead of the organization.

2. Territory of domain workshops

2.1. On blast furnaces with two production ways for cast iron and two for slag one of two ways shall be end-to-end.

In case of four production ways for cast iron located on two from each side of the foundry yard, and four production ways for slag located also on two from each side of the foundry yard the construction of all ways deadlock is allowed.

2.2. Over production ways of chugunovozny and shlakovozny ladles within the foundry yard roofs or special canopies for the purpose of exception of hit of atmospheric precipitation in ladles shall be arranged.

2.3. Export of dust from dust arresters is made on separate railway tracks which shall not serve production for cast iron and slag, and also tradable. Their use for giving under the foundry yard of the equipment and auxiliary materials is allowed.

2.4. For export of scrap, cold slag and for supply of filling materials on the foundry yards at again constructed and where it is possible, at the existing furnaces special entrances shall be arranged.

2.5. In places of transition of people through railway tracks the floorings laid flush with heads rail and equipped with necessary barriers and signaling devices are arranged.

2.6. For pass of people along all workshop the gallery which is reported with each blast furnace transitional bridges through railway tracks shall be provided. For pass from one blast furnace to another and from furnaces to bunkers transitional platforms are arranged.

In the existing workshops in case of impossibility of the structure of gallery or the fenced-off sidewalk along the workshop places for safe pass of people shall be established, and also the posters warning about danger of moving transport and structures with liquid cast iron and slag are hung out.

2.7. In places of crossing of highways with railway tracks moving are arranged.

3. Shikhtopodacha


3.1. Ore yards

3.1.1. Unloading of burdening materials on the ore yard shall be mechanized.

In case of storage of burdening materials in winter time it is necessary to take measures against their adfreezing. The frozen together burdening materials before unloading from cars shall be defrozen in defrosting garages.

Fronts of unloading of each material shall have accurate indexes delimiters.

3.1.2. In case of arrangement of crane way on basic wall of bunker platform on edge of this wall and lack of console way the safety barrier at least 1 m high is arranged.

3.1.3. The front of operation of the portable car dumper separates from travel railway track protective barrier.

3.1.4. The portable car dumper shall have the sound alarm system and centralized lubricant of mechanisms.

The catching way shall be equipped with the traffic light and the mechanized brake mechanism.

3.1.5. Elektrotrolle of the car dumper are located at height of at least 3,5 of m from the level of head of rail and shall have from below barrier.

3.1.6. Tower car dumpers shall be equipped with the device automatically including siren in case of increase in speed of wind to size in case of which its work stops and slopes are fixed by anticreeping means.

3.1.7. For the operator of the car dumper, the reloading crane and the transfercar the two-way radio communication with the master (foreman) of loading of blast furnaces shall be provided.

3.1.8. The cabin of control of the car dumper shall have mechanical ventilation with conditioning and purification of the moving air.

3.1.9. Giving of cars on the way of the car dumper is made by cars forward and only on the permitting traffic light signal.

Motion speed of cars on the site from the entrance traffic light to pusher shall not exceed 5 km/h, when approaching on hitch - 3 km/h.

During the operation of the car dumper in the action area of the ore crane the possibility of collision of the grab with the car dumper shall be excluded.

3.1.10. The car dumper shall be equipped with the cradle regulations alarm system on readiness for acceptance of the car under unloading. Uncoupling of cars in case of their installation in cradle of the car dumper shall be mechanized.

In breaks between giving of cars the cradle of the car dumper is established in starting position. Raising of empty cradle is allowed only for survey and repair. Finding of people under cradle during repair is allowed only on condition of fixing of cradle with inventory emphasis.


3.2. Bunker and platform of the ore yards

3.2.1. The console railway track of bunker platform from the ore yard has the tradable platform protected with handrail. The platform design under console way shall exclude possibility of jamming of burdening materials. On edge of bunker platform from blast furnaces the perilny barrier with continuous covering on bottom on m 0,5 height is arranged.

3.2.2. On both sides of platform on all its extent tradable platforms shall be arranged with width of at least 0,7 of m which shall defend from axis of railway track on 2 m at least. The arrangement them shall exclude possibility of fall on them burdening materials from hatches of the unloaded cars and provide convenience of opening and closing of hatches.

In places of pass through railway tracks floorings are arranged.

3.2.3. The bunker are blocked by safety lattices with cells no more than 300x300 mm in size.

In workshops where supply of burdening materials is made by conveyors or cars with remote opening of hatches, the device of bunkers with the open apertures protected with continuous wall at least 1 m high is allowed.

The tilt angle of walls of bunkers shall provide descent of materials without lags. For the prevention of lag of materials special vibrodevices shall be provided.

Walls of bunkers shall be protected from attrition and thermal impact from within.

The design of locks in case of closed position of bunkers shall exclude possibility of drop-out of materials.

3.2.4. Belt conveyers shall be equipped:

a) the centering devices of prevention of descent of tape out of limits of edges of reels and roller support;

b) devices of shutdown of the drive of the conveyor in case of break of tape or in case of its pro-slipping;

c) stop devices in emergency cases of the conveyor from any place on its length from pass and alarm buttons in head and tail parts of the conveyor;

d) devices for mechanical cleaning of tapes and drums of the sticking material with arrangement of governing bodies of them in the safe place; cleaning of the drive, rejecting and tension drums in case of the working conveyor is not allowed;

e) automatic brake mechanisms for prevention of reverse motion of tape of conveyors with tilt angle 6 ° and more;

e) barriers on conveyor length at the distance from axle of the drum exceeding the size of its radius 1 m at least for drums with a diameter up to 1 m and m 1,5 at least for drums with a diameter more than 1 m.

At the same time drive drums are protected with continuous metal leaf, and tension drums are allowed to be protected with grid with size of cell no more than 20x20 mm;

g) conveyor tape in fireproof execution.

3.2.5. Transfercars for transportation of burdening materials shall have registration number and to be equipped with the key label, cabins of management located from both end faces, headlights and sound signaling devices. The control of the transfercar is made from the cabin providing the overview of way towards movement.

3.2.6. Trolley wires for the transfercar are located at height of at least 3,5 of m over the level of bunkers and have barrier.

3.2.7. The transfercar stopped on repair is protected from the face parties with the bars laid on rails at distance at least 10 m from it, under slopes boots are enclosed. It is not allowed to make cleaning of the bunker of the transfercar from below, and also at night in case of defective or insufficient lighting.

3.2.8. In case of repairs of railway track the floorings stacked on lattices of bunkers are applied to exception of hit of foreign objects in bunkers.

3.2.9. Repair of bunkers and work on their cleaning of materials and elimination of lags are made according to the factory instruction meeting the requirements of OPBM.

3.2.10. Filling with materials of bunkers after their repair or cleaning is made after approval of the driver of the car scales or of the driver of loading of the blast furnace.

3.2.11. The hoppers with cradles equipped with pneumatic locks are applied to supply of agglomerates and pellets on bunker platform. Use of cars of other types equipped with the mechanized devices for opening of hatches is allowed.

3.2.12. Places of overload of burdening materials in the enclosed space are equipped with systems of dust suppression and catching, the exhaust ventilation or aspiration.


3.3. Subbunker rooms

3.3.1. The arrangement of the main entrance to the room of post of B from the car scales is not allowed. The door for exit from post of B to the car scales shall have the blocking excluding possibility of opening of door in case of movement of the car scales.

3.3.2. For again under construction and reconstructed furnaces subbunker rooms are equipped with supply and exhaust ventilation and means for gidro-and pneumocleaning of dust and slime with the mechanized removal.

Coke and agglomerative grokhota, vibrofeeders, places of overload of burdening materials from techek bunkers on conveyors, in weight funnels and other places shall be covered by casings and are equipped with the aspiration providing purity of air of the working area of the subbunker room within sanitary standards.

Apertures in shelters of places of overload for survey and repair of the equipment shall be closed.

3.3.3. Operation of bunkers with defective locks, and also in case of absence or violation of consolidations on them is not allowed.

3.3.4. In the subbunker room and heavy lift gears for ensuring repair of the equipment, vesoproverka and calibration of weighers with load shall be provided in skipovy holes.
