The state members of the Collective Security Treaty Organization which are hereinafter referred to as with the Parties

being guided by provisions of the Protocol on procedure for forming and functioning of forces and means of system of collective security of the State Parties of the Agreement on collective security of May 25, 2001, Agreements on the status of forming of forces and means of system of collective security of October 11, 2000,

in view of the Agreement on the operational equipment of the territory, joint use of military facilities of state members of the Collective Security Treaty Organization of June 18, 2004,

proceeding from need of legal settlement of bases of operational expansion, application and comprehensive ensuring Collective forces of bystry expansion of the Central Asian region of collective security (further - KSBR CAR),

agreed as follows:

Article 1

For the purposes of this agreement the applied terms mean:

"Council of collective security" - the supreme body of the Collective Security Treaty Organization;

Council of Ministers of Defense - consultative and executive body of the Collective Security Treaty Organization concerning coordination of interaction of the Parties in the field of military policy, military construction and military and technical cooperation;

"bodies of military management" - the commands, headquarters and the managerial organizations intended for management and management of armed forces of state members of the Collective Security Treaty Organization of the Central Asian region of collective security of the Organization (further - the state of CAR);

"The integrated headquarters" - permanent working body of the Collective Security Treaty Organization (further if it is not stipulated especially, referred to as "Organization") and the Council of Ministers of Defense;

"Forces and means of system of collective security of the Collective Security Treaty Organization in the Central Asian region of collective security" - associations, connections, the military units and divisions allocated with armed forces and other troops of the Parties in structure of the Joint force of troops (forces) of the Central Asian region of collective security;

"The joint force of troops (forces) of the Central Asian region of collective security" (further - the Joint force) - the governing bodies and troops (force) of armed forces, other military forming and bodies of the states of CAR planned to application on single intention and the plan deployed in peace time or developed during the threatened period in the region for preventing and repelling possible aggression;

"the national contingents" - connections, parts, divisions, organizations and other military forming allocated with the states of CAR in structure of KSBR CAR;

"sending party" - the Party which military personnel passes military service in governing bodies and the national contingents of KSBR CAR;

"host party" - the Party in the territory of which for accomplishment of tasks temporarily take place or through the territory of which is performed transit of KSBR CAR;

"real estate (real estate objects)" - the parcels of land and barracks and premises, utility constructions, the military companies (organizations), access railway tracks, airfields, training centers and polygons, stationary control centers and communication centers, stationary means of radio engineering and navigation providing, the building and construction of arsenals, storage bases, warehouses and other infrastructure facilities which are property of the host party and being from its consent in temporary use of the national contingents of other states of CAR located on them.

Article 2

KSBR CAR are part of forces and means of system of collective security of the Organization in the Central Asian region of collective security and consist of Command, the Headquarters and the national contingents of KSBR CAR and are troops (forces) of permanent readiness of the Joint force.

KSBR CAR are intended for participation in reflection of military aggression, participation in joint general, counter-terrorist and special operations, including for timely response by the states of CAR to challenges, threats of homeland and regional security.

Treat the main objectives of KSBR CAR: implementation of operational expansion for the purpose of demonstration of readiness for the solution of tasks or ensuring expansion of the Joint force; participation in general transactions during aggression reflection; participation in joint general, counter-terrorist, special operations.

Article 3

The decision on operational expansion and application of KSBR CAR accepts Council of collective security at the request of one or several state members of the Organization based on offers of the Council of Ministers of Defense on operational expansion and application of KSBR CAR.

Preparation of offers to the Council of Ministers of Defense on operational expansion and application of KSBR CAR is assigned to the Integrated headquarters together with general (main, Committee of chiefs of headquarters) headquarters of armed forces of the states of CAR.

The operations procedure of interstate bodies of system of collective security by preparation and decision making on operational expansion and application of KSBR CAR is performed according to the Regulations on procedure for acceptance and implementation of collective decisions on use of forces and means of system of collective security approved by the Decision of Council of collective security of May 24, 2000.

Article 4

Planning of application of KSBR CAR is assigned to the Integrated headquarters in interaction with bodies of military management of the states of CAR.

Direct planning of application of KSBR CAR, determination of forms and methods of fighting are performed by the Commander of KSBR CAR in interaction with the Integrated headquarters and bodies of military management of the states of CAR.

Collaborative planning of application of KSBR CAR is performed beforehand and specified just before carrying out transactions.

Application of KSBR CAR can be performed on a centralized basis (in case of actions on the independent directions, in areas) or is decentralized (as strengthening of groups of national armed forces) for accomplishment, including special, tasks.

In case of the decentralized application of KSBR CAR planning of their application is performed, as a rule, by bodies of military management of the states of CAR in interaction with the Commander of KSBR CAR.

Article 5

Operational expansion of KSBR CAR is performed according to beforehand developed Plan of operational expansion of KSBR CAR (further - the Plan) approved by the Council of Ministers of Defense which is specified according to the decision made by Council of collective security.

Bodies of military management of the states of CAR provide full and timely implementation of the actions provided by the specified Plan.
