1. These rules determine conditions and terms of carrying out tender on selection of specialized depositary for the conclusion of the service provision agreement of specialized depositary with it to the federal executive body providing functioning of accumulative and mortgage system of housing providing the military personnel (further respectively - tender, the agreement).

2. Implementation of purchase on rendering services of specialized depositary to the federal executive body providing functioning of accumulative and mortgage system of housing providing the military personnel is performed by the authorized federal executive body providing functioning of accumulative and mortgage system of housing providing the military personnel, the state customer (further - the customer) by carrying out tender.

3. Tender is open and is carried out according to the procedure, established by the Federal Law "About Contractual System in the Sphere of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs" (further - the Law) taking into account the features established by the Federal Law "About Accumulative and Mortgage System of Housing Providing the Military Personnel" and these rules.

The notice on carrying out tender shall be published not later than 3 months before expiration of earlier signed agreement.

4. The specialized depositary conforming to the requirements established by the Federal Law "About Accumulative and Mortgage System of Housing Providing the Military Personnel" is allowed to participation in tender and also:

a) activities duration as which specialized depositary of investment funds, non-state pension funds or mutual investment funds constitutes for date of application for participation in tender at least 2 years (at the same time the beginning of activities as specialized depositary of investment funds or non-state pension funds the date of entry into force of the first agreement signed with investment fund or non-state pension fund, and for specialized depositary of mutual investment funds - date of completion of forming (initial placement of investment shares) of the first mutual investment fund is considered);

b) rendering on date of application for participation in service tender at least according to 5 service provision agreements of specialized depositary with non-state pension funds, investment funds and (or) managing companies of mutual investment funds;

c) having in the state for date of application for participation in tender at least 3 permanent members of staff (specialists), including person performing functions of the sole executive body or the head of the structural unit who is directly providing implementation of activities of specialized depositary, conforming to the qualification requirements imposed in accordance with the legislation of the Russian Federation to specialists of specialized depositaries, and also having the higher education at least 3-year length of service in the organization performing activities of specialized depositary and (or) depositary or in the separate structural division of the organization which is directly providing implementation of activities of specialized depositary and (or) depositary as the head or the specialist;

d) meeting the requirements of the legislation of the Russian Federation about the minimum size of equity of specialized depositary.

For determination of the best conditions of agreement performance the contest committee estimates and compares the bids submitted by the procurement participants recognized as participants of tender according to the criteria and procedure for determination of the cumulative weighed assessment (rating) of specialized depositary established by the Government of the Russian Federation.
