1.2 This Provision is developed according to the laws of the Republic of Uzbekistan "About telecommunications", "About radio-frequency range", "About consumer protection", the Presidential decree of the Republic of Uzbekistan "About measures for reorganization and enhancement of management of the sphere of information systems", "The action program on ensuring accomplishment of the Presidential decree of the Republic of Uzbekistan "About measures for program implementation for liberalization and deepening of reforms in political, economic and spiritual spheres of society, to safety of the country" of June 2, 2000 No. UP-2612", the Accepted Commission on coordination of development of legal acts and monitoring of the implementation of actions (formed by the Presidential decree of the Republic of Uzbekistan of June 2, 2000 No. UP-2612) of June 15, 2000", the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 10.07.1998 No. 293 "About additional measures for increase in efficiency of use of frequency range forming and distribution of teleradio programs and data transmission".

2. Determinations

The Network of Cellular Mobile Communication (NCMC) - set of technical means (the switching and radio equipment, subscriber devices, trunk lines, constructions, etc.) by means of which services of mobile cellular communication are provided to subscribers (telephone, data transmission, etc.)

The exchange service station of cellular mobile communication - the subscriber set of private use or the terminal unit by means of which the subscriber of SSPS performs acceptance and signaling in network of cellular mobile communication.

The local operator - the operator of SSPS providing services of cellular mobile communication to physical persons and legal entities in the territory of the Republic of Uzbekistan

The servicing operator - the operator of SSPS (partner roaming) providing services of cellular mobile communication to subscribers of other operator of SSPS with use of opportunities of the network on the basis of the agreement on roaming

Service area - the territory in which the operator of SSPS provides roaming provision of services

Roaming - the service providing access for the subscriber of one operator of SSPS to network of other operator of SSPS in case of its stay in the territory of servicing of other operator of SSPS which is in limits of one state (national roaming) or in other country (the international roaming)

Roumer-abonent - the subscriber of the local operator of SSPS using services SSPS of the servicing operator

Roumer-viziter - the subscriber of the operator - the partner roaming using services of network of the local operator

Backbone partner roaming - the legal entity having at the order complex material and the software, the availability of data transmission channels and network of signaling links providing the international automatic roaming

3. Organization and provision of service of roaming

3.1 The service of national roaming of cellular mobile communication is provided in use to legal entities and physical persons to subscribers of local operators in case of their stay in the territory of the Republic of Uzbekistan outside service area of the local operator in service area of the servicing operators.
