About approval of the Procedure for state registration of innovative projects and maintaining the State register of innovative projects

Approve the Procedure for state registration of innovative projects and maintaining the State register of innovative projects it (is applied).

Procedure for state registration of innovative projects and maintaining the State register of innovative projects

1. In connection therewith the Procedure carries out state registration of innovative projects, the State register of innovative projects is kept (further - the Register) and information on innovative projects is published in the statement MON.

2. The subject of innovative activities which declares the innovative project on state registration files such documents to MON:

1) the statement for consideration of the innovative project in the form approved by MON;

2) the innovative project in form, the approved MON stitched, numbered, certified by the signature and under seal the applicant;

3) the business plan of the innovative project on paper and electronic carriers;

4) No. 573 Is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 06.06.2012

5) physical person, besides, - the copy of the identity document, and the copy of the certificate of assignment of identification number;

Responsibility for accuracy of the information which is located in the submitted documents is assigned to the applicant.

3. The decision on state registration of the innovative project is made by MON based on conclusion of the organization for conducting examination of innovative projects (further - the expert organization).

4. The documents provided according to Item 2 of this Procedure are considered in the division determined by MON for qualification of innovative projects (further - organization).

5. The organization performs completeness of the documents specified in Item 2 of this Procedure, considers them in the special magazine, issues to the applicant the written confirmation of the fact of receipt of documents and transfers the copies of the registered documents of the expert organization certified in accordance with the established procedure.

The applicant for conducting examination has the right to offer the expert organization which has the right to conducting scientific and scientific and technical examination.

In case when documents are filed not in full, MON returns them to the applicant within five working days from the moment of registration with indication of the return reason.

6. Expertize of the innovative project is carried out by the expert organization according to the Law of Ukraine "About scientific and scientific and technical examination" and the procedure approved by MON, at the expense of means of the applicant in time, defined by the agreement on its carrying out.

7. The expert organization constitutes by results of examination the conclusion which original is sent to organization, and the copy - to the applicant.

The conclusion of the expert organization is effective during the term defined by the agreement on conducting examination.

8. In case of positive conclusion of examination the organization for month after its receipt from the expert organization considers the innovative project and prepares the decision on qualification it innovative or priority innovative, affirms the order MON.

9. In case of identification during conducting examination of the innovative project of violations which could affect its completeness and reliability of results the organization prepares the decision concerning conducting repeated examination what it is reported to the applicant in ten-day time from the moment of adoption of the relevant decision approved by the order MON about.

Repeated expertize is carried out for means of the expert organization.

10. Violations during conducting examination are:

creation for certain experts, groups of experts and advisory councils of conditions which serve as the reason of non-objective conducting examination;

attraction to examination of the officials and specialists who are directly interested in its results;

experimental testimony falsification.

11. In the presence of the positive conclusion of the MON expert organization in five-day time makes the decision on qualification of the project as innovative or priority innovative and carries out its state registration and enters the project in the Register which is kept on paper and electronic carriers and consists of qualification Sections - "Innovative projects" and "Priority innovative projects".

12. Along with introduction innovative (priority innovative) the project in the Register of MON grants to the applicant the certificate on state registration of the innovative project or on state registration of the priority innovative project in form according to appendices 1 and 2.

13. The fact of issue of MON of the certificate on state registration innovative (priority innovative) the project is fixed in the special magazine and makes sure the signature of person who issued, and person who received the certificate.

14. In three-day time after issue of the certificate on state registration innovative (priority innovative) the MON project sends to GFS the copy of the certificate on state registration innovative (priority innovative) the project.

15. After issue of the certificate on state registration of the priority innovative project according to which import to customs area of Ukraine of the goods necessary for its accomplishment, MON is supposed sends GFS to ten-day time the copy of this certificate, the priority innovative project, the nomenclature of the goods necessary for its accomplishment, with information on amounts of their import to customs area of Ukraine.

16. Information on introduction innovative (priority innovative) the project in the Register is published throughout month in the statement MON and includes such data:

the name registered innovative (priority innovative) the project;

number in the Register and date of state registration innovative (priority innovative) the project;

for the legal entity - the name of the contractor innovative (priority innovative) the project, code according to EGRPOU and legal address;

for physical person - surname, name and middle name of the contractor innovative (priority innovative) the project, his nationality;
