1. Ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 17.07.2017 No. PP-3136

2. Approve:

No. PP-3136 is excluded according to the Resolution of the President of the Republic of Uzbekistan of 17.07.2017

Regulations on the State inspectorate of the Republic of Uzbekistan for supervision of safety of flights according to appendix No. 2.

3. Permit the chief of the State inspectorate of the Republic of Uzbekistan for supervision of safety of flights to bring in need of change in structure of Gosavianadzor within the established extreme number and expense budget on its content.

4. Recognize invalid decisions of the Government of the Republic of Uzbekistan according to the appendix N3.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan R.F.Fayzullayev.

Regulations on the State inspectorate of the Republic of Uzbekistan for supervision of safety of flights

I. General provisions

1. The state inspectorate of the Republic of Uzbekistan for supervision of safety of flights (further - Gosavianadzor) is the state body performing functions of aviation administration of the Republic of Uzbekistan on realization of policy in spheres of activity of civil and experimental aviation, the state supervision of observance by operators of aircrafts, the air enterprises and the organizations of the statutory rules and regulations ensuring safety of flights of aircrafts.

Gosavianadzor in the activities is accountable to the Cabinet of Ministers of the Republic of Uzbekistan.

2. Gosavianadzor in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions and other acts of Oliy Majlis, decrees and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, and also this Provision.

3. Gosavianadzor performs the activities in interaction with other state bodies, law enforcement agencies, public authorities on places, public associations and other organizations.

4. Material logistics of Gosavianadzor, and also compensation of her workers are performed due to obligatory payments from income gained by legal entities from implementation of aviation activities according to the obtained licenses (certificates). Obligatory payments are determined in proportion to the income of previous year of legal entities within the expense budget of Gosavianadzor the current year approved with the Ministry of Finance of the Republic of Uzbekistan.

5. Gosavianadzor is legal entity, has seal with the image of the State Emblem of the Republic of Uzbekistan and with the name.

II. Tasks and functions of Gosavianadzor

6. The main objectives of Gosavianadzor are:

the state supervision and control in sphere of activity of civil and experimental aviation;

the organization and ensuring works on certification according to the procedure, established by the legislation, in sphere of activity of civil aviation on safety of flights;

development and enhancement of standard rates and rules on safety of flights, on state registration of civil aircrafts;

implementation, within the competence, control of the organization of servicing of air traffic and use of airspace of the Republic of Uzbekistan;

state registration of civil aircrafts;

approval of operational technical documentation of the aircraft equipment of civil aviation;

investigation of aviation incidents and incidents with civil and experimental aircrafts;

the organization of licensing of the activities for servicing of aircrafts at the airports connected with accomplishment of airborne transportations;

representation of interests of civil aviation of the Republic of Uzbekistan in the international organizations, ensuring interaction and cooperation with aviation administrations and structures of other states on the questions which are within the competence of Gosavianadzor.

7. For accomplishment of the tasks assigned to it Gosavianadzor performs the following functions:

a) will organize and exercises the state control of observance:

rules of the organization, providing and accomplishment of flights, service regulations and maintenance of civil aircrafts;

rules of production of civil aircrafts (in case of identification in the course of their operation of the production shortcomings influencing safety of flights of these courts);

service regulations of airfields of civil and experimental aviation, airfields of joint use (basing) in the part concerning safety of flights of civil aircrafts, and also service regulations of the land equipment;

rules of training of aviation personnel in the part concerning safety of flights of civil aircrafts (including check of personnel and its admission to work);

airworthiness standards of civil aircrafts;

regulations of serviceability of airfields of civil and experimental aviation;

rules of medical examination of aviation personnel of civil and experimental aviation;

regulations, rules and procedures of ensuring aviation safety, and also aviation rules containing in other regulating documents;
