RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of February 21, 2002 No. 62

About state regulation and control of transit of exceptional loads and the military contingents through the territory of the Republic of Uzbekistan

(as amended on 08-05-2020)

According to the Law of the Republic of Uzbekistan "About transit of exceptional loads and the military contingents" and for the purpose of safety of transportations of dangerous goods, arms, military equipment, military property and the military contingents, and also the Cabinet of Ministers decides increases in efficiency of control of their transit across the territory of the Republic of Uzbekistan:

1. Determine that transit gruzo-and passenger traffics through the territory of the Republic of Uzbekistan, performed by railway, road and air transport, is regulated in general procedure by acts of the legislation, departmental provisions, charters, other regulatory legal acts adopted in the Republic of Uzbekistan, except for transportations of exceptional loads and the military contingents.

2. Determine that transit through the territory of the Republic of Uzbekistan of exceptional loads and the military contingents, the procedure for control of its implementation is regulated by the Law of the Republic of Uzbekistan "About transit of exceptional loads and the military contingents", the special regulatory legal acts adopted according to it, international agreements of the Republic of Uzbekistan.

3. Determine that treat exceptional loads which transit through the territory of the Republic of Uzbekistan is performed on special permissions:

dangerous goods - nuclear materials, organic and inorganic toxic, toxic, flammable, explosive substances and precursors, other substances and their waste - according to appendix No. 1;

arms, military equipment and military property - complexes of different types of weapon and means of ensuring of its fighting application; ammunition and explosives; other technical means intended for equipment of armed forces and the special equipment for their production - according to appendix No. 2.

4. Assign consideration to issue of permissions to transit of the dangerous goods provided in appendix No. 1, on the Ministry of transport of the Republic of Uzbekistan.

Determine that permission to transit of dangerous goods is issued in strictly established procedure after receipt of the reasonable conclusions of the Ministry of transport, the Ministry of Health, the Ministry of Internal Affairs, the Ministry of investments and foreign trade, the Ministry of Emergency Situations, Service of state security, the State Customs Committee, the State committee on ecology and environmental protection, the State committee of industrial safety of the Republic of Uzbekistan, the Agency of civil aviation and Inspectorate for supervision of safety of rail haulings under the Ministry of transport of the Republic of Uzbekistan taking into account type and features of the transported loads.

Permission to transit of dangerous goods is signed by the Prime Minister of the Republic of Uzbekistan.

5. Determine that authorized body on issue of the permissions to transit of arms, military equipment and military property provided in appendix No. 2 of this resolution, and also the military contingents through the territory of the Republic of Uzbekistan is the Ministry of Defence of the Republic of Uzbekistan.

Determine that permission to transit of arms, military equipment and military property, and also the military contingents is issued in strictly established procedure after receipt of the reasonable conclusions of the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Ministry of Foreign Affairs, the Ministry of Health, Service of state security, the State Customs Committee, the State committee of industrial safety of the Republic of Uzbekistan, the Ministry of transport, the Agency of civil aviation and Inspectorate for supervision of safety of rail haulings under the Ministry of transport (depending on transportation type), and also the Security Council in case of the President of the Republic of Uzbekistan.

Permission to transit of arms, military equipment and military property, and also the military contingents is signed by the Minister of Defence of the Republic of Uzbekistan, and in case of its absence – the First Deputy Minister of Defence of the Republic of Uzbekistan.

6. Approve Regulations on procedure for issue of special permissions to transit of exceptional loads and the military contingents through the territory of the Republic of Uzbekistan and control of its implementation according to appendix No. 3.

7. Ceased to be valid

8. To the ministry of external commercial relations of the Republic of Uzbekistan (E. M. Ganiyev) together with the interested ministries and departments to approve classification of the exceptional loads provided in appendices No. No. 1 and 2 in a month.

9. Make changes and additions to decisions of the Government according to appendix No. 4.

10. To the Ministries of Justice (A. A. Polvon-Zod), defenses (K. G. Gulomov), external commercial relations (E. M. Ganiyev), to the State Customs Committee (U. T. Kamilov), to Committee on protection of Frontier (M. I. Utaganov) together with the relevant ministries and departments to make offers on the changes and amendments in the existing regulations following from this resolution in a month.

11. To impose control over the implementation of this resolution on the Prime Minister of the Republic of Uzbekistan U. T. Sultanov and the Secretary of National Security council in case of the President of the Republic of Uzbekistan M. H. Rakhmankulov.

1. Concentrates of uranium ores.

2. Uranium hexafluoride.

3. Fresh nuclear fuel and its components.

4. The fulfilled nuclear fuel.

5. Radioactive materials which specific activity exceeds 70 kBq/kg.

6. The empty transport packaging sets used for transportations of particular loads.

7. N-atsetilantranilovaya acid.

8. Monk's-hood.

9. Aconitine.

10. The ammonia liquefied.

11. Anhydride of acetic acid.

12. Anthranilic acid.

13. Aceclidine.

14. Acetone.

15. Benzene.

16. Giostsiamin basis.

17. Giostsiamina камфорат.

18. Giostsiamina sulfate.

19. Glyfluor mix:

1, 3-diftorpropanol-2 (1) 70-75% (1)

1-fluorine-3-chlorpropyl alcohol-2 (2) 10-20% (2).

20. Dichloroethane.

21. Isosafrol.

22. Snake poison.

23. Cadmium cyanide.

24. Potassium permanganate.
