THE AGREEMENT ON COORDINATION OF THE INTERSTATE RELATIONS IN THE FIELD OF POWER INDUSTRY OF COMMONWEALTH OF INDEPENDENT STATES

of February 14, 1992

Governments of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic Kyrgyzstan, Republic of Moldova, the Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine,

based on the decision of Heads of the government of the States of February 8, 1992:

considering special role of power industry in economy and social development of the States;

realizing benefits of parallel work of power plants and the integrated power systems of the State Parties; being convinced available joint interest in effective solution of problems of power supply, safety energy, in particular nuclear objects, and environmental protection;

understanding obligations under interstate agreements and aiming to maintain readiness of the States for the cooperation based on mutual respect and trust consider:

that basis of coordination of the interstate relations in the field of power industry is the agreement on parallel work which is based on the principles of equality of mutual advantage and non-interference to questions of internal management of power systems of contracting parties and signed this agreement as follows:

Article 1. Electrical power Council

For the purpose of carrying out the joint and coordinated actions aimed at providing steady and reliable power supply of the national economy and the population of the states on the basis of effective functioning of the integrated power systems of the state form Electrical power Council of the Commonwealth of Independent States (further in the text "Electrical power Council") which is intergovernmental authority of the CIS

Members of Electrical power Council are heads of the relevant central executive bodies, and also electrical power departments and national energy companies of the State Parties of this agreement which on behalf of the states are allocated with appropriate authority.

Each State Party of this agreement has one voice in Electrical power Council.

Article 2. Functions of Electrical power Council

2.1. Determination of the acceptable principles of work as a part of the integrated power systems.

2.2. Participation in preparation of interstate agreements on mutual electrical supplies and fuels for power plants on the basis of perspective balances of energy, capacities and fuel taking into account market situation of interstate overflows of energy and capacity.

2.3. The organization of mutual assistance in power supply of consumers and ensuring stability of the integrated power systems, including in emergency situations and extreme conditions.

2.4. Coordination of development and realization together with the governments of the states of the strategy of development of power industry as a part of fuel and energy complex and programs of perspective development of the integrated power systems.

2.5. Preparation of offers on need of development of interstate scientific programs and developmental developments in the field of electro-and heat supplies, new technologies and the equipment, and also participation in their realization and coordination.

2.6. Rendering the agreement party of assistance and the help in the organization of interstate deliveries of material resources, the power equipment, spare parts, remedies, devices, building constructions for operational and repair requirements of the operating energy objects and construction of new power sources.

2.7. Approval of normative and methodical recommendations about forming of rates for interstate deliveries of electrical energy and capacity.

2.8. Approval of regulations and rules in operation and construction of electrical power objects.

2.9. Approval according to single international standards of single international space in the field of power industry and power construction.

Organization of joint participation in the international meetings and international energy organizations.

2.10. Cooperation with the manufacturing companies in joint developments of the new energy equipment, and also interstate programs of upgrade of the operative equipment, thermal and power networks and control systems of management and communication.

2.11. Participation in joint ecological programs in the field of power industry.

2.12. Approval of single forms of accounting and the reporting in power industry, joint decisions, necessary for acceptance.

2.13. Development of recommendations about power savings in power industry and implementation of unconventional sources of energy.

2.14. Development of technical rules of parallel work of electric utility systems of the State Parties of the Commonwealth of Independent States.

2.15. Coordination of interaction of power supply systems of gosudarstvuchastnik of the Commonwealth of Independent States with other power pools.

2.16. Assistance to the State Parties of the Commonwealth of Independent States in cooperation program implementation within the European and world energy communities.

Article 3. Governing bodies of Electrical power Council

Electrical power Council is headed by the President and the Vice-president who are elected from among members of Electrical power Council according to the procedure of rotation for a period of one year.

The location of the President Electrical power Sovetastolits of the State which representative he is.

Article 4. Organization of work of Electrical power Council

Electrical power Council gathers at least two times a year.

The emergency meeting of Electrical power Council can be convened or according to the decision of the President of Electrical power Council, or according to the offer at least three members of Electrical power Council.

The place and date of meetings of Electrical power Council are determined by its decision.

Article 5. Working body of electrical power Council and its function

Permanent working body of Electrical power Council is the Executive committee of Electrical power Council (further - Executive committee).

The executive committee is headed by the chairman appointed by Electrical power Council.

The executive committee is accountable to Electrical power Council.

The chairman of executive committee is responsible for preparation of required materials for meeting of Electrical power Council and participates in these meetings.

The structure, number, the estimate and payment method of work of employees, technical and service personnel of executive committee are approved by Electrical power Council.

The staff of executive committee within approved by Electrical power Council of structure and cost budget is determined by its chairman.

Work of executive body of Electrical power Council concentrates on questions of preparation of documentation providing functioning of Electrical power Council and is performed according to the special plan approved by the chairman.
