of January 31, 2003 No. 54

About approval of the Regulations on procedure for carrying out obligatory technical inspection of vehicles

(as amended on 28-09-2020)

In pursuance of the Law of the Republic of Uzbekistan "About traffic safety" the Cabinet of Ministers decides:

1. Approve Regulations on procedure for carrying out obligatory technical inspection of vehicles according to appendix and enact it since February 1, 2003.

2. To the Ministry of Internal Affairs of the Republic of Uzbekistan together with the Uzbek agency of road and river transport:

in a month in accordance with the established procedure to approve the list of standards, on compliance to which vehicles in case of their obligatory technical inspection are performed;

in two-month time to approve requirements to technological base on the basis of which check of technical condition of vehicles in case of obligatory technical inspection is performed, and also requirements to technology of works on check of vehicles in case of obligatory technical inspection with use of means of technical diagnosing.

3. Determine that obligatory technical inspection of vehicles of National guard, the Ministries of Defence, the Ministries of Internal Affairs, military divisions Services of state security of the Republic of Uzbekistan are held by the specified departments in accordance with the established procedure.

4. To the Ministry of Internal Affairs of the Republic of Uzbekistan to organize carrying out in mass media of the broad explanatory work directed to bringing to data of all owners of the vehicles, the organizations performing maintenance of cars, procedure for carrying out obligatory technical inspection.

5. To impose control over the implementation of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Tulyaganov K. N.

Regulations on procedure for carrying out obligatory technical inspection of vehicles

I. General rules

1. This Provision according to the Law of the Republic of Uzbekistan "About traffic safety" also establishes procedure for carrying out obligatory technical inspection of automotor-vehicles and trail cars to them, and also urban electric transportation.

2. Obligatory technical inspection (further - technical inspection) vehicles according to this Provision is performed by bodies of Public service of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan (further - GSBDD).

For assessment of conformity of technical condition and the equipment of vehicles by bodies of GSBDD can be attracted on contractual basis, irrespective of organizationally - legal forms, service station of the ministries and departments, other organizations, and also belonging to private owners (further - STO).

Assessment of conformity of technical condition and the equipment of vehicles of category M1, of the technical regulations belonging to physical persons, requirements or standards, rules, regulations of traffic safety can be also carried out by subjects of entrepreneurship - legal entities (further - Subjects).

At the same time physical persons - owners of vehicles of category M1 for assessment of conformity of technical condition and the equipment of the vehicle can address at the choice to bodies of GSBDD, STO or to Subjects

3. The main objectives of carrying out technical inspection are:

organization of effective supervision of technical condition of vehicles, observance of regulations and rules of their operation;

assessment of conformity of technical condition and equipment of vehicles to technical regulations or standards, rules, regulations of traffic safety;

refining of number of vehicles, their condition, availability, accessory and other registration data;

organization of scheduled maintenance on traffic safety control;

the prevention, identification and suppression of offenses and crimes in the field of traffic and operation of vehicles.

4. The vehicles belonging to legal entities and physical persons, including foreign, and registered in accordance with the established procedure in bodies of GSBDD and also trolleybuses and trams are subject to obligatory technical inspection (further - vehicles).

The automotor-vehicles and trail cars to them belonging to diplomatic representations and consular establishments, international (interstate, intergovernmental) to the organizations accredited in the Ministry of Foreign Affairs of the Republic of Uzbekistan and their representative offices, and also employees of data of representations and the organizations and members of their families, are subject to technical inspection in accordance with general practice according to this Provision.

5. Vehicles are subject to technical inspection according to the following frequency:

a) the cars used for public conveyance on commercial basis, the buses, trolleybuses, trams and cargo vehicles equipped for systematic transportation of people with number of places for seat 8 and more (except driver's seat), special vehicles and trail cars to them for transportation of bulky, heavy and dangerous goods, - two times a year;

b) vehicles since which year of manufacture there passed no more than 5 years, including year of manufacture (except for the vehicles specified in the subitem "an" of this Item), - every two years;

c) vehicles since which year of manufacture there passed more than 5 years, including year of manufacture, and also vehicles which year of manufacture is not established (except for the vehicles specified in the subitem "an" of this Item), - once a year;

d) trail cars are submitted on survey within the terms established for the vehicle - the tractor.

e) in case of their registration (re-registration) in bodies of GSBDD, irrespective of earlier fixed terms of passing of the next technical inspection;

e) after one year from the date of their registration (re-registration) in bodies of GSBDD, irrespective of year of their release (except as specified, specified in the subitem "an" of this Item).

6. Technical inspection of the vehicles specified in the subitem "an" of Item 5 of this provision is carried out:

for the first time - from March 1 to June 30;

for the second time - from September 1 to October 31.

Technical inspection of the vehicles belonging to legal entities is carried out from March 1 to June 30.

Technical inspection of the vehicles belonging to physical persons is carried out from January 1 to August 31.
