ORDER OF STATE MINING INSPECTION OF THE RUSSIAN FEDERATION

For the purpose of enhancement of system of supervision of designing and production of the equipment for hazardous production facilities in chemical, petrochemical and oil-processing industry I order:

1. Approve and enact since 01.02.98. "Methodical instructions for the organization and implementation of supervision of designing and production of the equipment for hazardous production facilities in chemical, petrochemical and oil-processing industry".

2. Consider voided since 01.02.98. "Provision (temporary) on procedure for supervision of development and production of the equipment for chemical, petrochemical, oil and gas processing and gas and oil producing productions (RD-3-15-90)".

Methodical instructions for the organization and implementation of supervision of designing and production of the equipment for hazardous production facilities in chemical, petrochemical and oil-processing industry of RD-09-167-97

 

These Methodical instructions (further in the text - Instructions) are the document of the Federal inspectorate for mining and industry of Russia (Gosgortekhnadzor of Russia) regulating the organization of works of inspectorate for supervision of designing and production of the equipment of chemical and oil mechanical engineering for chemical, petrochemical, oil processing and other explosion-fire-hazardous and harmful productions (according to the Section V "The list of the companies (organizations), productions, objects and works, supervision of which is exercised by bodies of the Federal inspectorate for mining and industry of Russia", approved by the Presidential decree of the Russian Federation of February 18, 1993 N 234) - further in the text - potentially dangerous productions (hazardous production facilities). Developed based on the item 1 "Regulations on the Federal Inspectorate for Mining and Industry of Russia" approved by the Presidential decree of the Russian Federation of 18.02.93 of N234.

The state supervision extends to the project, design and research organizations, the engineering and instrument-making enterprises (irrespective of them organizationally legal forms) regarding ensuring with them technological effectiveness, reliability and quality of the manufactured equipment and devices which sudden failure in case of operation can lead to accidents, serious ecological consequences and the human victims.

Project and design documentation, and also the industrial output (technical devices) made for industries under control to Gosgortekhnadzor of Russia - machines, devices, vessels, technology pipelines, pipeline fittings, assembly units, elements, details which nomenclature enters generally in 36 ("Chemical and oil mechanical engineering") and 37 ("Armature industrial, pipelines and latches") classes of the All-Russian Product Classifier (ARPC), and also products of similar appointment and application entering other classes OKP is subject to supervision (according to item 2.2.1. Appendices 1 to the Regulations on procedure for issue of special permissions (licenses) for the types of activity connected with the increased danger of industrial productions (objects) and works, and also with safety when using natural resources, approved by the resolution of Gosgortekhnadzor of Russia of 03.07.93 of N20 (further in the text - Regulations on procedure for issue of licenses). The list subsupervising to Gosgortekhnadzor of Russia of products includes also devices of control and regulation of engineering procedures, software and hardware complexes of management of engineering procedures, systems of antiemergency protection, their elements (the 42nd class OKP), other explosion-proof equipment for the productions of the increased danger stated above (Appendix 1).

Each classification group of products according to OKP combines group of constructive and similar, the signs having certain community, but different to destination and to equipment scopes. The equipment which enters (or can be) part of persons under surveillance to Gosgortekhnadzor of Russia of technology complexes (productions, objects) and which in use or directly is in contact with explosion-fire-hazardous, toxic or hostile technology environment is subject to supervision and at the same time has the elements which are potential sources of depressurization (flange and welded connections, consolidations of mobile connections, etc.), or is in the danger area and can serve as the reason (source) of initiation of emergency, or, being out of the danger area (out of zone of impact of dangerous and harmful factors), is indivisible element of system of safety and stability of engineering procedure.
