The results of works on use of technique of risk assessment executed in a number of regions of Russia (Angarsk, Volgograd, Perm, Cherepovets, etc.) with assistance of the Agency of the International Development of the USA and the Project on management of the environment financed by loan of the International Bank for Reconstruction and Development indicate the need its implementations in the Russian Federation. The technique of risk assessment can be used with success for the purposes of social and hygienic monitoring, ecological and hygienic examinations, environmental audit, determination of zones of ecological catastrophe and emergency ecological situation, the state environmental control, reasons for action plans on environmental protection and health of the population.

1. Determine that, the state sanitary inspections and the state environmental control, ecological and hygienic examinations, environmental audit, ecological and hygienic certification, determination of zones of ecological catastrophe which are carried out in accordance with the legislation of the Russian Federation and emergency ecological situation, social and hygienic monitoring regarding assessment of impact of the environment on health of the population are performed with use of methodology of the risk assessment of environmental pollution to health of the population approved by the Chief State health officer of the Russian Federation.

2. The works connected with risk assessment to health of the population are carried out by the bodies accredited by Department of Gossanepidnadzor of the Russian Ministry of Health in accordance with the established procedure, organizations and the organizations.

3. Approve Regulations on risk assessment in the Russian Federation and "The main directions of adaptation and implementation in the Russian Federation of methodology of risk assessment of environmental pollution to health of the population" (appendix).

4. To department of Gossanepidnadzor of the Russian Ministry of Health, management of the state environmental control and safety of the environment according to item 1. this Resolution to prepare offers on modification of the Provision "About Social and Hygienic Monitoring", "About the State Environmental Control", "About Environmental Audit", "About Criteria for Evaluation of Ecological Situation of the Territories for Identification of Zones of Emergency Ecological Situation and Zones of Ecological Catastrophe" and in other regulating and administrative documents of the Russian Ministry of Health and Goskomecology of Russia.

5. Form till 31.12.97. The interdepartmental Commission on the organization of works and use of risk assessment in tasks of management of environmental protection and health of the population.

6. To the companies, the organizations and organizations irrespective of the departmental accessory and patterns of ownership, and also to other legal entities and physical persons in case of work specified in the item 1, to provide provision of the available information for risk assessment to the organizations accredited in accordance with the established procedure.

7. To the centers of Gossanepidnadzor in subjects of the Russian Federation and to the territorial State Committees on environmental protection to bring this Resolution to the attention of bodies of legislative and executive power, the companies, organizations and other interested organizations and to provide use of methodology of risk assessment when implementing the activities specified in item 1.
