About rescue services and the status of the rescuer

This Law determines the legal basis of activities of rescue services in the territory of the Republic of Belarus, governs the relations in this area between republican state bodies, local executive and administrative organs, other organizations, and also citizens, establishes the rights, obligations and responsibility of rescuers, determines guarantees of their legal and social protection.
In this Law the following basic concepts and their determinations are applied:
rescue service - the organization created for the prevention and liquidation of emergency situations and equipped with rescue means;
wrecking - urgent works in zone of emergency situation on rescue of people, material and cultural values, decrease in the extent of the harm done to the environment, and also on localization of emergency situation and liquidation or reduction of level of impact of the dangerous factors characteristic of it, carried out in conditions, life-threatening and to human health for which accomplishment special training, equipment and equipment of rescuers are required;
rescue means - the special means intended for the organization, carrying out and providing wrecking including means of communication and managements, the rescue equipment, the equipment, tools, individual protection equipment, equipment and other property, and also methodical materials, video, film, photographic materials on technology of rescue and other urgent works in case of liquidation of emergency situation, information databases and other means;
other urgent works in case of liquidation of emergency situation (further – other urgent works) – the actions aimed at providing wrecking, rendering the first and other types of the help to the population which was injured in emergency situation, creation of the conditions necessary for protection of life and preserving human health;
