Based on the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756 "About some questions of the Ministry of Emergency Situations" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

Approve the enclosed Instruction about procedure for compensation to Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus of the expenses connected with conducting examination of compliance of opportunities of the license applicant (licensee) to licensed requirements and conditions to perform activities in the field of industrial safety.

The instruction about procedure for compensation to Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus of the expenses connected with conducting examination of compliance of opportunities of the license applicant (licensee) to licensed requirements and conditions to perform activities in the field of industrial safety

1. This Instruction determines procedure for compensation to Department by supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus (further Department) the expenses connected with conducting examination of compliance of opportunities of the license applicant (licensee) to licensed requirements and conditions to perform activities in the field of industrial safety (further - examination).

2. Expertize is carried out by the employees of Department containing by budgetary and extrabudgetary funds, who underwent examination in accordance with the established procedure, having the admission to conducting examination, based on the decision of the licensing body on its carrying out.

3. For conducting examination between Department and the license applicant (licensee) in the procedure established by the legislation the agreement on conducting examination is signed.

4. The document confirming conducting examination is the delivery and acceptance certificate.

5. The license applicant (licensee) refunds to Department expenses on conducting examination proceeding from hourly average expense amount on one worker and the regulations of time necessary for carrying out specific type of examination, in the sizes determined according to the legislation.

6. For determination of hourly average expense amount on one worker the planned expense budget (further - the estimate) in form according to appendix is constituted.

7. Inclusion of expenses in the estimate is made on the basis of the planned costs provided by budget classification, according to the profit and loss budget of extrabudgetary funds without excess of the income over expenses approved for the beginning of the current calendar year according to the procedure, established by the legislation.

8. Regulations of time for conducting examination are developed and affirm Department.

9. Conducting examination is performed after receipt in Department of money on expense recovery.

10. The money which arrived from the license applicant (licensee) on expense recovery is enlisted into off-budget accounts, belongs to the income and expenses from activities in the field of industrial safety.

11. The income from conducting examination is reflected as a part of revenue and is spent according to the approved profit and loss budget of extrabudgetary funds.

12. Expenses on conducting examination are reflected as a part of the costs considered in case of the profit taxation according to the legislation.
