About creation of Department on licensing and coordination of movement of all types of passenger transport of khokimiyat of the Tashkent region

In pursuance of the Resolution of the President of the Republic of Uzbekistan of February 28, 2006, and also for the purpose of further enhancement of transport servicing of the population passenger transport, differentiations of functions of the customer and the contractor of passenger traffic the Cabinet of Ministers decides NPP-294 "About Additional Measures for Safety of Transportation of Passengers in Tashkent and the Tashkent Region":

1. Agree with the offer of khokimiyat of the Tashkent region on creation, according to the procedure of experiment, Department on licensing and coordination of movement of all types of passenger transport of khokimiyat of the Tashkent region (further - Department).

2. Determine the main and priority objectives of Department:

coordination of movement of all types of passenger transport, regulation and optimization of route network, accomplishment of functions of the customer on passenger traffic, with the right of licensing of activities to city and suburban transportations of passengers, and also the organization of open tenders to placement of city, suburban and long-distance routes within the Tashkent region;

forming of competitive environment and creation of equal conditions of access to the market of transport services of all carriers of passengers, efficiency evaluation and effectiveness of work of public transport, control of observance of regulations and safety rules of transportation of passengers;

entering of the offers approved with financial bodies into khokimiyat of the Tashkent region on limiting establishment of rates for passenger traffic by urban bus and electric transportation, control of their strict observance;

introduction of booking system for subjects of passenger transport (except taxi), production of tickets, cards, and also the documents granting the right of preferential journey to separate categories of citizens according to the current legislation;

implementation of automated control system for passenger traffic in the cities of the Tashkent region, including automation of system of accounting of payment of journey on land passenger transport and control on traffic routes of urban passenger transportation.

3. Approve:

structure of executive office of Department according to appendix No. 1;

Regulations on Department on licensing and coordination of movement of all types of passenger transport of khokimiyat of the Tashkent region according to appendix No. 2.

4. Determine financing sources of activities of Department for licensing and coordination of movement of all types of passenger transport of khokimiyat of the Tashkent region:

the means arriving from carriers in payment for the rendered services and use of infrastructure facilities of urban and suburban passenger transportation in the sizes provided by contracts;

part of the state fee for issue of licenses, charges for consideration of the applications about licensing;

the means arriving from carriers for acquisition of packets of tender documents;

other receipts which are not prohibited by the legislation.

5. Determine that licenses for the city and suburban transportations of passengers issued by territorial departments of the Uzbek agency of road and river transport are valid for work within the Tashkent region before the termination of term of their action.

6. To department in coordination with the Uzbek agency of road and river transport to prepare samples of forms of licenses and licensed cards for implementation of licensing of city and suburban transportations of passengers in the Tashkent region in a month.

7. Take into consideration that:

members of the Tashkent regional territorial association of freight and passenger traffic Tashviltrans make the decision on its transformation to the Tashkent regional association of passenger and cargo haulers and Tashobltransterminal autoterminals with the list of participants and organizational structure according to appendix No. 3;

financing sources of content of executive office of association are voluntary assignments of the companies and organizations which are its part, and other means which are not prohibited by the legislation;

are determined by the main objectives of association:

ensuring further deepening of market reforms, population requirements satisfaction in services of passenger and freight vehicles, creation of conditions for steady motor transportation servicing of economy and the population of area;

forming and realization of investing programs on updating of the park of railway vehicles of road transport, implementation of the modern equipment and technology, development and upgrade of repair base, increase in efficiency of use of railway vehicles;

ensuring fulfillment of requirements on safety of transportations, maintenance of railway vehicles in serviceable technical condition, to carrying out technical inspection of vehicles and medical examination of drivers by the participating companies of association;

implementation of monitoring of safety of property of transport enterprises, including vehicles and their target use;

increase in culture and service quality of passengers, expansion of service of motor transportation services.

8. To khokimiyat of the Tashkent region:

in a month to provide the solution of the questions connected with creation and the organization of activities of Department;

following the results of work in 2008 to report on the course of accomplishment of this resolution and results of experiment in the Cabinet of Ministers of the Republic of Uzbekistan.

9. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 4.

10. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Uzbekistan Hanov N. M.
