For the purpose of providing social guarantees with the government civil servant of the Russian Federation, according to article 54 of the Federal Law of July 27, 2004 and until adoption of the relevant Federal Law I decide N79-FZ "About the Public Civil Service of the Russian Federation":

1. Approve enclosed:

the list of the periods of public service and other periods of replacement of the positions included (set off) in years of service of the public civil service of the Russian Federation for establishment by the government civil servant of the Russian Federation of the monthly allowance to official pay rate for long service on the public civil service of the Russian Federation, determination of duration of annual additional paid leave for long service and the amount of encouragement for faultless and effective public civil service of the Russian Federation;

procedure for calculation of years of service of the public civil service of the Russian Federation for establishment by the government civil servant of the Russian Federation of the monthly allowance to official pay rate for long service on the public civil service of the Russian Federation, determination of duration of annual additional paid leave for long service and the amount of encouragement for faultless and effective public civil service of the Russian Federation.

2. Determine that in years of service of the public civil service of the Russian Federation for establishment by the government civil servant of the Russian Federation of the monthly allowance to official pay rate for long service on the public civil service of the Russian Federation, determinations of duration of annual additional paid leave for long service and the amount of encouragement for faultless and effective public civil service of the Russian Federation are set off the periods of work (service) which before entry into force of this Decree were in accordance with the established procedure included (are included) by the government civil servant of the Russian Federation in the specified years of service.

3. To the government of the Russian Federation:

determine procedure for inclusion (offsetting) in years of service of the public civil service of the Russian Federation for establishment by the government civil servant of the Russian Federation of the monthly allowance to official pay rate for long service on the public civil service of the Russian Federation, determination of duration of annual additional paid leave for long service and the amount of encouragement for faultless and effective public civil service of the Russian Federation of the separate periods of replacement of positions from the list called in the paragraph the second Item 1 of this Decree;

determine in what procedure explanations concerning application called in Item 1 of this Decree of the list and procedure will be made, including procedure for establishment of compliance of positions, the periods of work (service) in which join, (are set off) in years of service of the public civil service of the Russian Federation according to this Decree.

4. To perform financing of the expenses connected with implementation of this Decree at the expense of the means provided in the federal budget and budgets of subjects of the Russian Federation on content of the relevant state bodies.

5. Recognize invalid:

2. Periods of replacement of the state positions of subjects of the Russian Federation.

3. The periods of replacement of the positions of Federal public civil service provided by the Register of positions of Federal public civil service approved by the Presidential decree of the Russian Federation of December 31, 2005 N1574 "About the Register of Positions of Federal Public Civil Service".

4. The periods of replacement of positions of the public civil service of the subjects of the Russian Federation provided by the registers of positions of the public civil service of subjects of the Russian Federation approved by the laws or other regulatory legal acts of subjects of the Russian Federation.

5. The periods of replacement of the state positions of federal government employees which were provided by the Register of the state positions of federal government employees approved by the Presidential decree of the Russian Federation of January 11, 1995 N33 "About the Register of the State Positions of Federal Government Employees".

6. The periods of replacement of the state positions of the Federal State Service provided by lists of the state positions of the Federal State Service which were considered as appropriate sections of the Register of the state positions of public service of the Russian Federation.
