About measures for implementation of the Federal Law "About the Federal Budget for 2008 and for Planning Period of 2009 and 2010"

1. Accept to execution the federal budget for 2008 and for planning period of 2009 and 2010.

2. To chief managers of the income of the federal budget and chief managers of sources of financing of federal budget deficit:

a) take measures for ensuring receipt of taxes, charges and other obligatory payments, and also reducing debt on their payment;

b) represent quarterly, to the 10th preceding the first month of quarter to the Ministry of Finance of the Russian Federation respectively the forecast of monthly receipt of the income for the next quarter and the forecast of monthly attraction and repayment of means of sources of internal and external financing of federal budget deficit taking into account the amounts of return of the funds provided in repayment of earlier issued budget credits (loans) for the next quarter;

c) submit analytical materials on execution of the federal budget regarding the income within the terms established by the Ministry of Finance of the Russian Federation.

3. To provide to chief managers of the income of the federal budget in 2-month time after entry into force of this Resolution fixing of appropriate authority of the administrator of the income of the federal budget to their territorial authorities and organizations.

4. To chief managers of the income of the federal budget which is in accordance with the legislation of the Russian Federation federal bodies of the government, authorized to transfer implementation of separate powers of the Russian Federation to public authorities of subjects of the Russian Federation, to provide till January 1, 2008 the edition of the regulatory legal acts determining procedure for administration by public authorities of subjects of the Russian Federation for the income enlisted in the federal budget and implementation of the powers delegated to these bodies and also the edition of the corresponding methodical and instructive materials.

5. To subjects of budgetary planning in coordination with the Ministry of Finance of the Russian Federation to establish in a month proceeding from provisions of the Budget code of the Russian Federation and industry features not provided by the schedule of preparation of the acts of the Government of the Russian Federation necessary for the implementation of the Federal Law "About the Federal Budget for 2008 and for Planning Period of 2009 and 2010", the rule of provision provided by summary budget list for 2008 and for planning period of 2009 and 2010 of subsidies to legal entities brought to them (except for subsidies to the public (municipal) institutions) in the established field of activity.

Determine that receivers of means of the federal budget in case of the conclusion of agreements (public contracts) about delivery of goods, performance of works and rendering services, including the agreements which are subject to payment for the account of the means received from rendering paid services and other revenue-producing activities having the right to provide advance payments:
