About approval of the Regulations on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan

(as amended on 14-09-2016)

According to the Air code of the Republic of Uzbekistan and for the purpose of enhancement of medical support of flights taking into account recommendations of ICAO I order:

1. Approve the enclosed Regulations on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan.

2. Enact this Provision after ten days from the moment of its registration in the Ministry of Justice of the Republic of Uzbekistan.

3. With enforcement "Regulations on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan - 2002" "Regulations on medical examination of flight, cadet, dispatching structure, the flight attendants and candidates arriving in educational institutions of civil aviation - 1994. Uzbekiston Havo Yullar national airlines to consider invalid.

Regulations on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan

Medical examination of aeronautical personnel is aimed at safety-of-life function and is part of the State system of certification. The regulations on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan are developed based on "The air code of the Republic of Uzbekistan" (Articles 48, 49). The regulations on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan regulate procedure for performing medical examination of aeronautical personnel in civil aviation of the Republic of Uzbekistan on the basis of standards and recommendations of ICAO: Appendix No. 1 to the Convention ICAO "Issue of certificates to aeronautical personnel" (Eighth edition) and Appendix No. 6 "Operation of air vehicles" (Seventh edition).

Action of the Regulations on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan (further - PMO GA2002) extends to flight, dispatching structure, the flight attendants, operators, candidates arriving and studying (cadets) in educational institutions of civil aviation.

Fulfillment of requirements of this provision is obligatory for all airlines, airlines, irrespective of patterns of ownership, educational institutions of civil aviation and individuals who operate air vehicles for commercial or other purposes and participate in air traffic control. In case of violation by operators of requirements of this provision their activities are recognized illegal and stop, guilty persons are made responsible according to the current legislation of the Republic of Uzbekistan.

1. General provisions

1. Are subject to obligatory medical examination in flight-surgeon commissions of experts (further VLEK):

a) Candidates to training in educational institutions of civil aviation in training of pilots, navigators, flight engineers, aircraft mechanics, operators, flight attendants, air traffic control dispatchers (further the Department of Internal Affairs).

b) Studying (cadets) of the highest and average educational institutions of civil aviation on training of pilots, navigators, flight attendants, dispatchers of the Department of Internal Affairs.

c) Faces of flight personnel, pilots of airplanes and helicopters of commercial aviation, linear pilots, navigators, flight engineers, aircraft mechanics, flight radio operators.

d) The specialists exercising air traffic control.

e) Persons belonging to service personnel of crew: flight attendants, operators of cargo, air vehicles.

e) Pilots fans, pilots observers, glider pilots, pilots of free aerostat, pilots of easy and extralight flight vehicles.

2. By results of medical examination "Medical certificate" is issued (The appendix No. 5) which is integral part of the certificate of aeronautical personnel.

"Medical certificate" is confirmation of conformity of the owner of the certificate to the specific requirements imposed by authority on issue of the certificate of the validity for health reasons.

3. Compliance of Medical certificates to international standards, Appendix No. 1 to the Convention on international civil aviation and recommended practice of International Civil Aviation Organization (further - recommendations of ICAO) and terms of their action:

the medical certificate of the cadet, pilot of commercial aviation and the linear pilot of airline (the airplane and the helicopter), the pilot-tester, the navigator, the flight engineer (aircraft mechanic) and the flight radio operator corresponds to the medical certificate of first class of recommendations of ICAO and is valid after the term which is not exceeding 12 months;

the medical certificate of the pilot observer, private pilot (the airplane and the helicopter), the pilot-glider pilot, the pilot of free aerostat, the pilot of extralight flight vehicles, the operator and the flight attendant corresponds to the medical certificate of second class of recommendations of ICAO and is valid after the term which is not exceeding 24 months;

the medical certificate of the dispatcher of the Department of Internal Affairs corresponds to the medical certificate of the third class of recommendations of ICAO and is valid after the term which is not exceeding 24 months.

Additional inspections according to Item 18 of appendix No. 3 to this Provision are applied to owners of the drawn medical conclusions.

Effective periods of medical certificates can be reduced, changed by the Central flight-surgeon commission of experts (further - TsVLEK) in the presence of medical indications. Reasons for change and reducing effective period of the medical certificate shall be reflected in the expert opinion.

4. To the aeronautical personnel relating to subitems (v), (), (d) Item 1, working under the contract abroad, "Medical certificate" is issued in accordance with general practice.

5. "Medical certificate" of aeronautical personnel is filled in according to Appendix No. 5, signed by the chairman of VLEK (TsVLEK) and certified by seal of flight-surgeon commission of experts.

The medical certificate of VLEK (TsVLEK) GA is taken out only at the time of performing medical examination.

6. The aeronautical personnel without "Medical certificate" or with expired for its actions is not allowed to accomplishment of professional obligations.

7. Service employees are forbidden to prolong action of "Medical certificate". In particular cases (natural disaster, accident and other emergencies) according to the decision of the chief of the State inspectorate of the Republic of Uzbekistan for supervision of aviation safety the chairman of TsVLEK, no more than one month, after personal survey of aeronautical personnel can extend action of "Medical certificate".

8. In case of the violations of health which arose before expiration of "Medical certificate", interfering accomplishment of professional obligations, the owner of "Medical certificate" shall ask for medical care in treatment and prevention facility of civil aviation or bodies of the Ministry of Health of the Republic of Uzbekistan.

The issue of possibility of renewal of professional obligations after recovery is resolved by the flight surgeon or the medical expert on the specialty or VLEK.

9. The candidate for receipt of "Medical certificate" submits to members of flight-surgeon commission of experts the application of rather personal, family and heritable anamnesis certified by it (Appendix No. 4).

10. In case of submission to VLEK osvidetelstvuyemy "Medical certificate" is not issued to false information about the medical anamnesis, and early is suspended the issued conclusion. The question of issue of "Medical certificate" is submitted TsVLEK.

11. According to the resolution "About Introduction of Age Restrictions to Flight Personnel of Civil and Experimental Aviation" (reg. No. 1762 of January 25, 2008, collection of the legislation of the Republic of Uzbekistan, 2008, Art. No. 3-4, 17) to flight personnel of civil and experimental aviation on reaching 65-flight age "Medical certificate" (Appendix No. 5) is not issued.

12. In case of pronouncement of the medical certificate "Needs improvement with the subsequent survey in VLEK" the aeronautical personnel is followed up by a doctor group (service), and also at doctors of specialists according to disease with performing out-patient treatment, control inspections and rehabilitation actions with provision to it disability leaf for up to 120 days in case of the continuous course of diseases or effects of injuries and mutilations.

In case of identification at osvidetelstvuyemy aeronautical personnel of initial signs of professional pathology for the purpose of prevention of progressing of development of professional pathology by medical experts of VLEK and doctors of aviation groups (services) dispensary observation and complex of medical and improving actions is made.

In case of establishment at aeronautical personnel of occupational disease, he is recognized unusable to flight work. Further ensuring dispensary observation of these persons is carried out in organizations of the Ministry of Health of the Republic of Uzbekistan, including at Institute of sanitation, hygiene and occupational diseases.

13. The use by aeronautical personnel of civil aviation of drugs, psychotropic and psychoactive agents, and also alcohol is incompatible with flight work.

2. Medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan

14. Medical examination of flight, cadet, dispatching structure, service personnel, the candidates arriving in educational institutions of civil aviation for the purpose of obtaining or renewal of "Medical certificate" carry out VLEK appointed by aviation administration of GA.

Medical experts of VLEK (TsVLEK) shall be almost familiar with conditions in which owners of certificates and qualification marks satisfy the obligations.

15. Tasks of medical examination.

a) Validity determination for health reasons to flight work, air traffic control, training in educational institutions of civil aviation.

b) Identification of early forms of diseases, risk factors and functional variations in the state of health for the purpose of purpose of improving and medical actions.

16. Procedure for medical examination of aeronautical personnel.

a) The direction of faces of flight, dispatching, cadet structure, flight attendants, operators on the next survey in VLEK is performed by the employer irrespective of patterns of ownership.

b) Again going or recovered to flight work (work as the dispatcher of the Department of Internal Affairs, the flight attendant, the operator) shall show in VLEK the military ID, the medical book, the out-patient card or the statement from it for the period break in flight work (work as the dispatcher of the Department of Internal Affairs, the flight attendant, the operator).

c) The flight personnel, the dispatcher of the Department of Internal Affairs, flight attendants, operators going to work in airlines from other companies shall undergo medical examination in VLEK GA for the purpose of receipt of "Medical certificate" irrespective of availability at them of the conclusion about the validity for health reasons in other medical institutions.

d) The direction on medical examination in case of recovery after break in flight work (work as the dispatcher of the Department of Internal Affairs, the flight attendant, the operator) in case of revenues to work on the specified specialties is issued by personnel department of airline, educational institution of civil aviation with indication of specialty and position to which osvidetelstvuyemy is accepted.

e) extraordinary medical examination of flight and dispatching structure, flight attendants and cadets is carried out:

after diseases and injuries which resulted in temporary disability and could affect the validity to flight (dispatching) work;

on representation of the doctor of air squadron or expert of VLEK if during the intercommission period in the state of health negative dynamics took place;

in case of job placement to the countries with hot climate for the term of more than 6 months, and also on medical indications after return from these business trips;

in case of the direction on reeducation on new aviation engineering if the term of the next medical examination expires during training.

e) Persons which are subject to medical examination in days of passing of medical commission are exempted from any work, and the day before day of rest is provided to them. Survey (personal survey by medical experts of VLEK and pronouncement of the medical certificate) is carried out, as a rule, in one day.

g) In case of serious illness (injury) of faces of flight, dispatching, cadet structure, flight attendants, operators the medical certificate can be taken out in absentia according to the provided documents of medical institution.

h) In case of survey of the flight personnel performing the air-chemical works (ACW), VLEK is guided by "Requirements to the state of health" (Appendix No. 1) and medical contraindications to work with agricultural chemicals (Appendix No. 7).

i) In case of medical examination of flight personnel, the dispatchers, flight attendants, operators directed to work in polar expeditions to the countries with hot climate (business trip term more than 3 months), VLEK is guided by "Requirements to the state of health" (Appendix N 1), explanations to its Articles (Appendix No. 2) and medical contraindications (Appendix No. 7).

j) If in case of survey in VLEK to persons specified in Item of 1 this provision to one of medical experts the expert opinion is taken out "Is unusable", then the aviation specialists at will stated above can not be examined at other medical experts and the certificate on disease to it for approval in TsVLEK is drawn up by the medical expert who recognized it unusable to flight work (training).

k) Stationary examination is conducted:

to flight, cadet, dispatching structure, service personnel - on medical indications;

in case of recovery for flight and dispatching work;

to flight personnel on reaching 55 years is also more senior - annually.

l) The decision on need of stationary inspection osvidetelstvuyemy is made by the chairman of VLEK (TsVLEK) on representation of the flight surgeon of airline or the medical expert.

m) "Medical certificate" by results of stationary inspection takes out VLEK based on which there is hospital.

o) Stationary examination is conducted, as a rule, till 10 days and drawn up by the reference (Appendix No. 16). Issue and registration of leaves of disability is performed according to the Instruction about procedure for issue of leaves of disability (reg. No. 2667 of April 17, 2015).

o) Flight surgeons, representatives of management of airline (educational institution), operating department, flight attendants whose list undergoes survey can take part in work of VLEK GA.

p) Survey of private pilots, private pilots, glider pilots, pilots of free aerostats is carried out by VLEK GA according to their application in person.

17. Procedure for medical examination of candidates to training in educational institutions of civil aviation:

a) To medical examination persons fit for health reasons are allowed to service with troops.

b) Candidates represent to VLEK the reference in form 086/at, the reference from psychoneurological and narcological dispensary at the place of residence, the military ID or the assigned certificate.

c) In case at the candidate to training in one of experts of VLEK the disease (defect) interfering training is established, further examination is not conducted and taken out the medical certificate of VLEK about worthlessness. In case of appeal by the candidate of the medical certificate of VLEK GA he can address in TSVLEK of HECTARE, in this case VLEK stops inspection of the candidate at all doctors of specialists experts.

Documents in case of the direction in TsVLEK are handed out to the candidate in sealed type on receipt.

d) Before medical examination candidates shall undergo professional psychological inspection in VLEK GA. Only those candidates to whom based on results of professional psychological inspection by the psychologist of VLEK GA the conclusion about feasibility of training in the GA educational institutions is taken out are allowed to medical examination in VLEK GA.

e) During training in case of detection of the disease interfering training continuation according to "Requirements to the state of health" (Appendix No. 1) the expert opinion takes out VLEK of educational institution, in case of disagreement with the conclusion of VLEK the cadet has the right to appeal "Medical certificate" of VLEK in TSVLEK of HECTARE.

e) To the commissions of VLE to conduct repeated psychological and physical examinations of candidates in the GA educational institutions it is not allowed to training.

18. In case of disagreement with the medical certificate of VLEK (TsVLEK) osvidetelstvuyemy can appeal it according to the procedure, stipulated by the legislation the Republic of Uzbekistan.

19. Control of timely appearance osvidetelstvuyemy in VLEK GA is imposed on the Head of airline or the chief of the relevant service, and candidates arriving in the GA educational institutions - on the chairman of selection committee.

20. It is long the ill faces of flight personnel, the dispatcher, cadets, operators and flight attendants are subject to survey in VLEK no later than 4 months from the date of disability approach, and in case of disease of tuberculosis - 10 months. In this case temporary disability is not obstacle for medical examination and adoption of the medical certificate. In case of loss of professional working capacity for the term of more than 4 months existing "Medical certificate" is declared invalid. Issue of new "Medical certificate" in this case is possible after completion of treatment and medical examination in VLEK GA.

3. Pronouncement of medical certificates of VLEK

21. The flight, cadet structure, specialists exercising air traffic control, flight attendants operators of civil aviation shall conform to "Requirements to the state of health" (Appendix No. 1) "Provisions on medical examination of aeronautical personnel of civil aviation of the Republic of Uzbekistan".

22. "Requirements to the state of health" are imposed depending on specialty. Will in connection therewith be examined:

a) according to the column I:

the candidates arriving in educational institutions of civil aviation on training of pilots, navigators, flight engineers, flight attendants, dispatchers of the Department of Internal Affairs and the cadets studying these specialties (except final year), and also the flight attendants going in service to work.

b) according to the column II:

pilots of airplanes, helicopters of commercial aviation, linear pilots, navigators, flight engineers, aircraft mechanics of airplanes and helicopters of any class. Persons going to work as the flight engineer, aircraft mechanic, cadets of flight educational institutions (final year).

c) according to the column III:

flight radio operators, flight attendants, operators of transport aircrafts, pilots are observers, private pilots, glider pilots, pilots of free aerostats, pilots of extralight flight vehicles. In case of revenues to work as the flight radio operator, the operator and final year of flight attendants.

d) according to the column IV:

flight operations directors and dispatchers of the Department of Internal Affairs, cadets of final year of educational institutions on training of dispatchers of the Department of Internal Affairs.

23. Conclusions of flight-surgeon commission of experts:

a) On the candidates arriving in educational institutions, and cadets (except final year) the GA educational institutions on training of pilots, navigators, flight engineers, dispatchers of the Department of Internal Affairs, flight attendants (the column I of Appendix No. 1) the following conclusions are taken out:

it is suitable for training on the pilot (the navigator, the flight engineer, the dispatcher of the Department of Internal Affairs, the flight attendant);

needs treatment (improvement), leave, sanatorium treatment with the subsequent survey;

it is unusable to training on the pilot (the navigator, the flight engineer, the dispatcher of the Department of Internal Affairs, the flight attendant).

b) On cadets of final year of the GA educational institutions on training of pilots, navigators, flight engineers, expert opinions are taken out in the formulations provided for flight personnel (the column II of Appendix No. 1), on cadets of final year of the GA educational institutions on training of dispatchers of the Department of Internal Affairs and flight attendants in the formulations corresponding to columns III and IV.

c) On pilots of commercial aviation, linear pilots, navigators, flight engineers, aircraft mechanics of airplanes and helicopters of all classes (the column II of Appendix No. 1) the conclusions are taken out:

it is suitable for flight work (to air-chemical work, to work on polar expedition, work in the countries with hot climate) the pilot of commercial aviation, the linear pilot, the navigator, the flight engineer, the aircraft mechanic;

needs treatment (improvement), leave, sanatorium treatment with the subsequent survey;

it is unusable to flight work (to air-chemical works (further AHR), to work on polar expedition, to work in the countries with hot climate) the pilot of commercial aviation, the linear pilot, the navigator, the flight engineer, the aircraft mechanic.

d) On flight radio operators, operators, flight attendants, pilots observers, private pilots, glider pilots, pilots of free aerostat, pilots of extralight flight vehicles (the column III of Appendix No. 1) the conclusions are taken out:

it is suitable for work as the flight radio operator, flight attendant, operator, pilot observer, private pilot, glider pilot, pilot of free aerostat, the pilot of extralight flight vehicles and for parachute jumps;

needs treatment (improvement), sanatorium treatment, leave with the subsequent survey;

it is unusable to flight work as the flight radio operator, flight attendant, operator, pilot observer, private pilot, glider pilot, pilot of free aerostat, the pilot of extralight flight vehicles and to parachute jumps.

e) On dispatchers of the Department of Internal Affairs (the column IV of Appendix No. 1) the conclusions are taken out:

it is suitable for work as the dispatcher of the Department of Internal Affairs;

needs treatment (improvement), leave, sanatorium treatment with the subsequent survey;

it is unusable to work as the dispatcher of the Department of Internal Affairs.

24. The validity to training on the pilot, the navigator, the flight engineer provides the validity to educational and training parachute jumps. Worthlessness to jumps (permanent, temporary) shall be reflected in "Medical certificate".

25. In case of pronouncement of the expert opinion under Articles of "Requirements to the state of health" providing individual assessment osvidetelstvuyemy it can be acknowledged:

suitable for flight work (work as the dispatcher of the Department of Internal Affairs, flight attendant, operator);

unusable to flight work (to work as the dispatcher of the Department of Internal Affairs, the flight attendant, the operator);

needs treatment (improvement), leave, sanatorium treatment with the subsequent survey. At the same time expressiveness of disease, extent of compensation, reversibility of pathological process, possibility of progressing in case of continuation of flight work, influence of disease on aviation safety, specific psychophysiological features and nature of attended operation is considered.

26. Execution of the conclusion of VLEK in medical documents is based according to the following scheme:

date of pronouncement of the conclusion and name VLEK HECTARE;

reason for survey;

surname, name, middle name of osvidetelstvuyemy;

clinical, functional diagnoses according to Articles of "Requirements to the state of health";

the conclusion about the validity (worthlessness, improvement) for health reasons to occupational work (training) with indication of Article and the column of Appendix No. 1;

reasons for the conclusion in case of decision under Articles providing individual assessment;

group of dispensary observation and the recommendation of VLEK for the intercommission period.

Articles in "Medical certificate" are specified starting with the leader determining the medical certificate, and then accompanying.

4. Execution of medical documentation of VO VLEK of HECTARE

27. The doctor of aviation group (service) in case of medical examination of flight, cadet, dispatching structure, flight attendants, operators, pilots observers, private pilots, glider pilots, pilots of free aerostat, pilots of extralight flight vehicles fills in the medical book (forms 25/l and 26/@) with the photo confirmed by seal of VLEK GA.

28. In case of survey of workers of the terrestrial services going to flight work, work on air traffic control, the flight attendant, (operator) one copy of the medical record with the photo confirmed by seal of VLEK GA is filled. Medical books to these persons are filled in with the doctor of aviation group (service) in case of personal survey after their transfer in the relevant groups (services).

29. In case of survey of the candidates arriving in the GA educational institutions one copy of the medical record with the photo of the candidate confirmed by seal of VLEK GA is filled.

Upon completion of survey medical records with data of inspection (the ECG, EEG, audiogram, fluorography, etc.) the candidates recognized suitable for training are transferred to selection committee from where go to the GA educational institution. Medical records of the candidates recognized unusable to training are stored in VLEK archive three years.

30. On candidates from among the foreign citizens recognized in VLEK GA unusable to training in educational institution two copies of the medical record, one of which goes to TSVLEK of HECTARE, are constituted.

31. Medical documents on persons who graduated from the GA educational institution with the personal record are sent by personnel department of educational institution to personnel department of airline for the place of job placement. In case of transfer of faces of flight personnel, dispatchers, flight attendants and operators in other airlines, and also to the graduates of educational institutions who received free distribution, medical documents are handed out in sealed type on receipt.

32. Medical books are stored in office of the doctor of aviation group (service), the doctor bears responsibility for their safety.

33. Maintaining unconfirmed medical documentation (including out-patient cards) on flight, cadet, dispatching structure, flight attendants, operators is strictly forbidden.

34. Before survey in VLEK each applicant for receipt of "Medical certificate" personally fills in the application form according to Appendix No. 4.

35. When training staff of airline (educational institution) for VLEK, the direction on stationary inspection, consultation, the doctor of aviation group (service) after survey of the aviation specialist draws up in the medical book epikriz. With epikrizy under list osvidetelstvuyemy shall be acquainted. The following data shall be reflected in epikriza:

availability or lack of claims, the postponed diseases, including with temporary disability; on what group dispensary observation was made;

flight load, types of flights, prolongation of regulation of flight time, reeducation of the new equipment, premises of aviation incidents;
