1.1. Inventory count of waste is carried out according to the Law of the Azerbaijan Republic "About production and household waste", based on international standards and the principles of the Basel convention "About Control of Cross-border Transportation of Dangerous Wastes and Their Removal" (further - the Basel convention), for the purpose of ensuring implementation of new classification system in the field of management of dangerous wastes and the mechanism of control of detailed monitoring of the formed waste.
1.2. This Instruction prepared based on project materials "About technical assistance to creation of management system by dangerous wastes in Azerbaijan", being one of their projects performed in the republic based on the Order of the President of the Azerbaijan Republic of September 28, 1998 No. 898 "About approval of "The credit agreement for the development" signed between the Azerbaijan Republic and International Development Association" governs the relations connected with the waste which is formed in production and subsidiary areas excepting harmful gases, sewage and radioactive waste.
1.3. This Instruction along with what is information material for the inspectors participating in inventory count, specialists and other participants covers stages, since determination of waste in production process, to final result - such as "determination of code of compliance to classification system of dangerous wastes".
1.4. This Instruction consists their three parts, determines process of inventory count in the following sequence:
* identification of waste;
* identification of dangerous wastes;
* application to dangerous wastes of classification system.
The concepts used in the Instruction express the following values:
Waste - according to the Basel convention "About Control of Cross-border Transportation of Dangerous Wastes and Their Removal" - substances and objects which are removed is intended for removal or is subject to removal according to legislation provisions.
Dangerous wastes - the waste which is containing toxic, infectious, explosive and capable to high reactions and ignition of substance, the having dangerous properties creating potential or direct danger for life of the population and the environment.
Inventory count - the mechanism of control of monitoring of the formed waste.
Identification - determination of danger or safety of the waste formed in production process.
Classification system - the system expressing dangerous properties of N-codes according to the Basel convention "About Control of Cross-border Transportation of Dangerous Wastes and Their Removal" including the method used for determination of types of waste.
Material balance - the calculation method determining identity of amount of the entering and outgoing materials (substances) in production process.
Priority procedure (from top to down) - procedure for determination of arrangement of substances in mix of waste on dangerous properties.
3.1. After survey of the territory of the company of the party, participating in inventory count, look through production schedules and other regulating documents, available at the company, for determination of sources which can form waste in this territory.
3.2. The industrial enterprise determined by one production schedules or its site (workshop) can be source of formation of waste.
3.3. If the company works according to one regulations and in these regulations all production installations are determined, then this company is shown as specific source of waste.
3.4. On indicators of regulations and other technical documents on the raw materials used in production process, auxiliary materials, installations the material balance is constituted and as a result the exact number of the waste formed on installation is determined.
3.5. In the territory of the company as other source of waste there can be waste transported from other company.
3.5.1. If in the territory there is waste transported from other company, then transport documents on transportation are checked and marks about type, quantity and structure of this waste are made.
3.6. Part of waste can be stored in the territory of education source on the companies for conversion or utilization.
3.6.1. If waste is processed or utilized in the territory of education, then all installations on sites of conversion are determined, identification of waste on quality and quantity is made.
3.6.2. Removal about the companies or export on other company of the waste not suitable for conversion and utilization or not subject to conversion is studied.
3.7. Storage in the territory of the company and the site of formation of waste for the different reasons is studied.
3.8. Export of waste from the territory of the company is determined by verification of the transportation documentation.
3.9. The party which is carrying out inventory count according to Items
3.1 and 3.8 these Instructions, the document (in the form of the table) reflecting source of the waste formed at the company, type (properties), quantity, conversion method, storage and export constitutes.
