About measures for radical enhancement of system of meliorative land improvement

The measures for reforming of agricultural industry, development of farms, creation of production and market infrastructure taken in recent years promoted forming of class of real owners in the village, to increase in production of agricultural products and the income of rural population.

At the same time, the current meliorative status of irrigated lands contains the further growth of productivity of crops and increase in the income of agricultural producers. Lack of integrated, system approach when forming projects of meliorative actions, and also specific sources of their financing, weak work of water management structures and associations of water users was led to decrease in amounts of reclamative work, to the raised mineralization and high groundwater table in recent years.

As a result of now over a half of irrigated lands are salted in different degree, at the same time more than 16 percent of irrigated lands of farms are in unsatisfactory condition.

For the purpose of creation of necessary conditions for further sustainable development of farm-production, improvement of meliorative condition of lands, increase in their fertility and on this basis of increase in productivity of crops, and also enhancement of the mechanism of the organization and financing of reclamative work:

1. Determine among the most important priorities of development of agricultural industry for 2008-2012 the cardinal improvement of meliorative condition of irrigated lands providing:

basic change of approaches to forming and program implementation of meliorative improvement of irrigated lands on the basis of strict separation of functions and increase in responsibility of customers and contractors of these works;

providing reliable funding mechanism for works on improvement of meliorative condition of irrigated lands;

high-quality enhancement of the mechanism of the maintenance of meliorative networks providing their effective functioning, and also normative withdrawal of drainage and exhaust waters through collector and drainage network;

strengthening of material and technical resources, updating of the park of the meliorative equipment of the water management organizations and associations of water consumers by widespread introduction of leasing transactions.

To fund of meliorative improvement of irrigated lands under the Ministry of Finance of the Republic of Uzbekistan together with the Ministry of agricultural and water economy, the Ministry of Economics, the State committee on architecture and construction, Council of Ministers of the Republic of Karakalpakstan and hokimyatama of areas till November 15, 2007 to develop and submit in the Cabinet of Ministers for approval the State program of meliorative improvement of irrigated lands for 2008-2012 with determination of priority projects of reconstruction and construction for 2008.

6. To the Cabinet of Ministers of the Republic of Uzbekistan till January 1, 2008 to take specific measures for creation of specialized leasing company for providing the specialized construction and operational organizations, associations of water users with the meliorative equipment.

7. Exempt:

the works and services performed by the contract and other servicing organizations on meliorative improvement of irrigated lands by fund in the period of 2008 - 2022 - from the tax discharge on value added;

the created specialized leasing company for a period of ten years - from payment of the nation-wide and local taxes with the target direction of the released funds for replenishment of sources of financing of deliveries of the meliorative equipment, and also customs payments (except charges for customs clearance) on the acquired meliorative equipment.

for 2013 - 2017 Meliomashlizingservice LLC - from customs payments (except for charges for customs clearance) for the acquired goods, spare parts and component parts for technical and field service of meliorative and other equipment, machines, the equipment and other means of mekhanization which are not made in the Republic of Uzbekistan and imported according to the lists approved by the Cabinet of Ministers of the Republic of Uzbekistan.
