1. Approve the Instruction for issue of the letter approval on import (export) of the precursors which are not medicines.

2. To provide to department of examination and licensing state registration of this order in the procedure established by the legislation.

3. To impose control over the implementation of this order on the Vice-Minister Bekzhanov Zh. L.

4. This order becomes effective from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.

The instruction for issue of the letter approval on import (export) of the precursors which are not medicines

1. General provisions

1. This Instruction is developed according to the Law of the Republic of Kazakhstan "About drugs, psychotropic substances, precursors and measures of counteraction to their illicit trafficking and abuse of them", the order of the Government of the Republic of Kazakhstan of November 10, 2000 N1693 "About Approval of Rules of Implementation of the State Control over Drug Trafficking, Psychotropic Substances and Precursors in the Republic of Kazakhstan".

2. This Instruction is developed for the purpose of disaggregation of the procedure of the issue of the letter approval necessary for the subsequent receipt of Permission (Certificate) to import (export) to the Republic of Kazakhstan of the certain product quantity containing precursors, issued by Committee on fight against drug trafficking and control of drug trafficking of the Ministry of Internal Affairs of the Republic of Kazakhstan.

2. The list of the documents shown for receipt of the letter approval on import (export) of the precursors which are not medicines

3. The letter approval on import (export) of the precursors which are not medicines is issued based on submission of the following documents:

statements of the established form of need of approval (appendix 1 to this Instruction);

the insurance policy for environmental pollution;

copies of the license for activities in the field of turnover of precursors.

The documents specified in Item 3 of this Instruction are signed by the first head and certified by the corresponding seal of the legal entity.

4. The letter approval on import/export of the precursors which are not medicines is issued no later than ten-day term from the date of filing of application.

5. The letter approval on import/export of the precursors which are not medicines is issued in the established form, according to appendix 2 to this Instruction.
