About determination of competence and tasks of the coordinating committees giving employment support

For the purpose of ensuring execution of the Presidential decree of the Azerbaijan Republic "About application of the Law of the Azerbaijan Republic "About employment" of August 9, 2001 No. 549 of the Cabinet of Ministers of the Azerbaijan Republic decides:

1. Determine competence and tasks republican and the local coordinating committees giving employment support, as follows:

1.1. Competence of republican committee:

* represent to the Cabinet of Ministers of the Azerbaijan Republic the data connected with accomplishment of the republican program of employment if necessary to submit question for discussion of this body;

* receive from the ministries, committees, departments and other bodies proper data concerning questions of employment for accomplishment of the tasks;

* make in the Cabinet of Ministers of the Azerbaijan Republic offers on enhancement of the existing legislation in the sphere of employment, determination in priority of the regions developed concerning employment.

1.2. Tasks of republican coordinating committee:

* analyze the provision which developed in the republican labor market during transition to market economy, prepare taking into account features of regions and represent to the Cabinet of Ministers of the Azerbaijan Republic offers for the problem resolution of employment;

* discuss the draft of the republican program of employment, provide its creation according to programs of economic and social development for the republic.

1.3. Competence of local coordinating committees:

* represent to the city, district executive bodies of the data connected with accomplishment of territorial programs of employment if necessary to submit question for discussion of these bodies;

* receive from the companies, organizations and the organizations proper data concerning questions of employment for accomplishment of the tasks;

* prepare and represent to republican coordinating committee of the offer on enhancement of the existing legislation in the sphere of employment, to determination in priority of the regions developed concerning employment.

1.4. Tasks of local coordinating committees:

* participate in preparation and implementation of the measures aimed at employment;

* analyze the provision which developed in the labor market on the city, the area during transition to market economy, to prepare taking into account local features and to represent to the relevant city, district executive bodies of the offer for the problem resolution of employment;

* discuss drafts of territorial programs of employment, provide their creation according to programs of economic and social development for the territory;

* discuss offers of city, district jobcenters on quantity of the workplaces established on quota for the citizens who are especially needing social protection and experiencing difficulties in employment at the companies in the organizations and the organizations functioning in the territory of the city, the area;

* render to haves work and to jobless citizens the help in professional orientation, professional training, attraction on professional development course and job security;

* for the purpose of providing temporary employment of the population to give help to the organization at the companies irrespective of pattern of ownership of paid social jobs according to territorial programs of employment;

* discuss questions of creation of new workplaces, jobs preservation, development of professional spheres, entrepreneurship and the individual labor activity corresponding to national customs and traditions of identification for this purpose of financing sources for the purpose of employment of the population and to make offers in the city, district executive authorities and in republican coordinating committee;

* check the claims arriving in connection with employment of the population.

2. This resolution becomes effective from the date of signing.
