About measures for further enhancement of activities of the Uzbek state inspectorate for control of use of oil products and gas under the Cabinet of Ministers of the Republic of Uzbekistan

1. Determine the main objectives of Uzgosneftegazinspektion:

implementation of the state energy saving programs, projects and actions for questions of use of oil, gas, gas condensate and products of their conversion;

control of observance of production requirements in case of installation and operation of objects (installations) of production, conversion, transportation, oil storage, gas and gas condensate;

development of regulating documents on use of oil products and gas, their realization, and also installation and operation of objects (installations) of production, conversion, transportation, oil storage, gas and gas condensate.

2. Approve:

organizational structure of Uzgosneftegazinspektion, structure of its central office and territorial departments according to appendices No. 1-3.

Regulations on the Uzbek state inspectorate for control of use of oil products and gas under the Cabinet of Ministers of the Republic of Uzbekistan according to appendix No. 4.

3. Establish the total extreme number of central office of Uzgosneftegazinspektion in number of 37 units from them 8 units of managerial personnel.

Permit the chief Uzgosneftegazinspektion to make, if necessary, changes to structure of central office of Uzgosneftegazinspektion and her territorial departments within the established extreme number of personnel.

4. Keep procedure in case of which financing of activities of Uzgosneftegazinspektion is performed on annually approved expense budget approved with the Ministry of Finance of the Republic of Uzbekistan for the account:

obligatory assignments of JSC Uztransgaz, petroleum storage depots of JSC Uznefteprodukt, UDP "Shurtanneftegaz" and Mubareksky GPP Natsionalnoy of Uzbekneftegaz holding company with reference of these funds for production material costs according to Item 1.1.4. Regulations on structure of costs (works, services) and on procedure for the forming of financial results approved by the resolution of the Cabinet of Ministers of February 5, 1999 No. 54;

parts of the means arriving from application of economic sanctions for violations in use of oil products and gas according to the procedure determined by the resolution of the Cabinet of Ministers of March 9, 1994 No. 124 "About application of economic sanctions for violations in use of fuel and energy resources".

5. Recognize invalid Items 2-6 of the resolution of the Cabinet of Ministers of June 8, 2000 as No. 220 "About formation of the Uzbek state inspectorate for control of use of oil products and gas" (the joint venture of the Republic of Uzbekistan, 2000, No. 6, the Art. 29), Item 2 appendices to the resolution of the Cabinet of Ministers of December 26, 2003 No. 573 (the joint venture of the Republic of Uzbekistan, 2003, No. 12, the Art. 133) and Item 3 appendices to the resolution of the Cabinet of Ministers of January 8, 2004 9 (the joint venture of the Republic of Uzbekistan, 2004, No. 1, the Art. 3).

6. Uzgosneftegazinspektion, to NHK "Uzbekneftegaz" together with the interested ministries and departments to provide reduction of departmental regulations in compliance with this resolution in a month.
