Approve "Methodical instructions for the organization of control of safe operation in the chemical, petrochemical, oil and gas processing industry", "Methodical instructions for control of condition and readiness of gas-rescuing service", "The instruction on destruction of VM", "The instruction about procedure for transportation, storage and accounting of VM in the containers placed on open platforms".

Methodical instructions for the organization of control of safe operation in the chemical, petrochemical and oil and gas processing industry

At the companies of the chemical, petrochemical and oil and gas processing industry the inspection structure shall provide systematic and effective supervision for:

- observance of rules, regulations and safety rules;

- observance of the parameters provided by production schedules and instructions providing safe conducting engineering procedures;

- accomplishment of actions for mechanization and automation of the engineering procedures providing their safe maintaining;

- observance of schedules of scheduled preventive maintenance of processing equipment;

- fulfillment of requirements of Rules for the Construction and Safe Operation of processing equipment and pipelines;

- correctness of reference of productions to this or that category vzryvo-and fire danger and the translation of production from one category in another;

- availability and condition of means of the automatic prevention and localization of accidents, and also other means of antiemergency protection;

- availability and condition of means of lightning protection and the device of protection of the equipment, reservoirs and pipelines from static electricity;

- operation and content of explosion-proof electric equipment;

- the organization and carrying out gas dangerous, hot and repair work, and also works in devices, reservoirs;

- availability and serviceability of ventilating systems, means of gas-protection and carrying out analyses of the air circle in production rooms.

The inspection structure performs presupervision of construction new and reconstruction of the operating productions and objects and participates in work of the commissions on their acceptance in operation.

Under the organization and carrying out inspections and checks control shall be made for:

- observance of service regulations of the vessels working under pressure;

- accomplishment of work plans in the field of safe engineering and actions for providing safe working conditions at the podkonrolny companies, productions, objects:

- the timeliness and quality of a carried-out examinations of rules, regulations and safety rules leading and engineering employees of controlled enterprises, productions, objects, and also in cases of need, the design and research organizations developing projects, the equipment, devices and production schedules for the specified companies, productions, objects and the organizations;

- observance of the procedure for the admission of ITR and workers established by rules on safe engineering and independent work, instructing, training in safe methods of work and check of their knowledge in this area;

- condition and readiness of parts and divisions of gas-rescuing service at the companies, carrying out scheduled maintenance by them and also to check in operation liquidation plans of accidents, compliance of these plans to the valid provision at the companies.
