RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of January 24, 2000 No. 20

About measures for accomplishment of the international obligations of the Republic of Uzbekistan for agreements in the field of protection of ozone layer

(as amended on 09-01-2018)

For the purpose of ensuring accomplishment of obligations of the Republic of Uzbekistan according to the Vienna convention on protection of ozone layer of 1985 (further - the Vienna convention) and the Montreal protocol on the substances destroying ozone layer, 1987 (further - the Montreal protocol), and implementation of measures for regulation of emissions of the ozone-depleting substances Cabinet of Ministers decides:

1. Approve the National program for the termination of use of ozone-depleting substances (further the National program) developed by the State committee on conservation together with the Ministry of macroeconomic and statistics, the Ministry of external commercial relations, the State Customs Committee of the Republic of Uzbekistan according to appendix No. 1.

2. Take into consideration that financing of expenses on the projects provided by the National program is performed generally at the expense of grants of the Global Environment Facility.

3. Allocate the Chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection with the right to sign documents on projects implementation, provided by the National program.

4. Coordination of the works connected with implementation of the National program to assign to the State committee of the Republic of Uzbekistan on ecology and environmental protection.

5. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 09.01.2018 No. 17

6. To the state committee of the Republic of Uzbekistan on conservation:

in a month to develop and submit in accordance with the established procedure for approval in the Cabinet of Ministers Regulations on procedure for regulation of import and export of ozone-depleting substances and products containing them;

together with the Ministry of Finance of the Republic of Uzbekistan to develop the measures for stimulation of the companies and organizations directed to the termination of use of ozone-depleting substances;

in coordination with the Ministry of macroeconomic and statistics of the Republic of Uzbekistan to enter the departmental statistical reporting on consumption and use of ozone-depleting substances by business entities since January 1, 2000.

7. To give to the state committee of the Republic of Uzbekistan on science and technology, the State committee of the Republic of Uzbekistan on ecology and environmental protection and other interested ministries and departments full support in case of development and deployment of perspective research and developmental developments in the field of transition to use of substitutes of ozone-depleting substances, especially with use of local resources.

8. To provide to broadcasting company, the State committee of the Republic of Uzbekistan on seal, the State committee of the Republic of Uzbekistan on conservation explanation in mass media of the purposes and tasks of the National program, to light progress in replacement of ozone-depleting substances and their replacement ozone-safe.

9. Add the list of specific goods (works and services) which export and import is performed on the permissions issued by authorized bodies of the Republic of Uzbekistan, No. 137 approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of March 31, 1998 "About additional measures for liberalization of foreign trade activity in the Republic of Uzbekistan" (appendix No. 2), according to appendix No. 5.

10. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Uzbekistan Holtayev T.

National program for the termination of use of ozone-depleting substances

1. Introduction

Uzbekistan joined the Vienna convention on protection of ozone layer of March 22, 1985 and to the Montreal protocol on the substances destroying ozone layer of September 16, 1987, on May 18, 1993. Uzbekistan as the Party of the specified Protocol operating within the paragraph 1, of Article 2 1 of May, 1998 ratified the London and Copenhagen amendments to it.

The national program for the termination of use of ORV contains obligations of the Republic of Uzbekistan on taking measures for fulfillment of requirements of the Montreal protocol and Amendments to it and at the same time is step to receipt of financial aid from the Global Environment Facility on implementation of investment projects and projects on strengthening of organizational structure.

The national program is developed on the basis of information analysis about consumption of ozone-depleting substances by different industries of the national economy, data on the measures which are already undertaken by state bodies and industrial enterprises on reducing use of ORV.

Organizational and political framework, strategic direction and measures for realization of actions of the Republic of Uzbekistan for accomplishment of undertaken obligations of process of exception of consumption of ORV for achievement of smooth and organized transition to new technologies with the minimum economic and social costs are reflected in the program.

The national program includes number of the projects aimed at rendering assistance to the Republic of Uzbekistan on substitution of ozone-depleting substances by ozone-safe.
