1-1. Determine that provisions of Items 27 and 28 of Rules of awarding, rendering financial support and establishment of allowances to official pay rates of employees of bodies of the Republic of Kazakhstan at the expense of means of the government budget, and also payment of bonuses to administrative government employees extend to legal relationship from July 1, 2021 to December 31, 2022.
2. This resolution becomes effective from the date of signing.
Suspend till June 30, 2021 inclusive this resolution on administrative government employees of the Agency of the Republic of Kazakhstan for public service and its territorial authorities on areas, the cities of republican value, the capital, anti-corruption Agencies of the Republic of Kazakhstan (Anti-corruption service) and its territorial authorities on areas, the cities of republican value, the capital, the Ministry of Justice of the Republic of Kazakhstan and its territorial authorities on areas, the cities of republican value, the capital, local executive bodies of the cities of Nour-Sultan, Almaty, Shymkent and Atyrau, Karaganda, Mangystau and Pavlodar regions.

General provisions
1. These rules of awarding, rendering financial support and establishment of allowances to official pay rates of employees of bodies of the Republic of Kazakhstan at the expense of means of the government budget, and also payment of bonuses to administrative government employees (further - Rules) increases in their material interest in timely and high-quality accomplishment of functions and tasks are developed for the purpose of streamlining of system of encouragement of workers for all bodies of the Republic of Kazakhstan containing at the expense of the government budget for proper accomplishment of job (office) responsibilities, and also and extend to workers for all bodies containing at the expense of the government budget which compensation is made based on the order of the Government of the Republic of Kazakhstan of October 16, 2017 No. 646 "About Approval of Single System of Compensation of Workers for All Bodies Containing at the expense of the Government Budget" chipboard.
1-1. Awarding, rendering financial support and establishment of allowances to official pay rates of employees of bodies of the Republic of Kazakhstan is performed at the expense of the means of the government budget provided on content of relevant organ according to the plan of financing of the budget program (subprogramme).
Allowances to official pay rates of employees of bodies of the Republic of Kazakhstan are performed also in case of decision making about reducing the number of staff of employees of state body and its territorial subdivisions at the expense of the means provided on ensuring activities of state body and released as a result of reducing the number of staff in full.
1-2. Determine that awarding, rendering financial support and establishment of allowances to official pay rates of employees of state bodies are made according to the decision:
1) the head of state body - the administrator of the budget program (subprogramme) or person replacing it;
2) the chief of staff, approved with the head of the central state body.
2. Persons listed in Item 1-2 of these rules have the right to independently develop and approve regulations on awarding of workers of data of bodies, being guided at the same time by these rules. Awarding conditions.
2-1. In these rules the following concepts are used:
1) bonus - the money payment established by the administrative government employee by results of efficiency evaluation of their activities;
2) bonus fund - the planned budgetary funds intended for payment of bonuses to administrative government employees by results of efficiency evaluation of their activities;
3) the accounting period - the period of assessment of results of work of the government employee equal to calendar year constituting twelve months from January first to December thirty first years of assessment;
4) award - encouragement form in the form of the one-time monetary reward.
3. The main indicators characterizing results of activities of the worker, granting the right to its awarding are:
1) observance of the state and labor discipline;
2) results of work for certain period;
3) model accomplishment of job responsibilities, faultless public service, task performance of special importance and complexity and other achievements in work;
4) accomplishment of urgent and in advance unforeseen work on which urgent accomplishment normal (uninterrupted) work of this state body in general or its separate divisions depends further;
5) timely and high-quality accomplishment of actions of the Action plan of the Government of the Republic of Kazakhstan, Plan of bill works of the Government of the Republic of Kazakhstan, acts and orders of the President, Government and Prime Minister of the Republic of Kazakhstan;
6) anniversary, festive dates;
7) development of bills, conventions, agreements, agreements, projects of regulatory legal acts in state language if given power do not belong to job responsibilities of workers;
8) proper execution of the functions and tasks assigned to relevant organ according to regulations on this body.
4. Awarding of the worker is not made:
1) in the presence at it not remitted authority punishment;
